About this file
This document is a Task Order Statement of Work for Professional Dive Services issued by the USGS California Water Science Center. The statement of work details a contract for approximately 20 dive days across Sacramento, San Joaquin, and Yolo Counties, with tasks including general station maintenance, debris clearing, invasive weed abatement, instrumentation installation, and equipment retrieval. The work will be conducted using both USGS and contractor vessels, with 10 dive-days on each type of boat, involving two personnel per dive (one diver and one observer/safety diver).
The contract is a recompete of a previous award (140G0320D0001 to Hiuga Diving Co.), structured as a firm, fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period from July 1, 2025 to June 30, 2030. The maximum contract value is $499,000, and it is set aside for small businesses. Pricing will be based on daily rates for different scenarios (using USGS or contractor boats), with invoicing completed monthly. The first task order will be awarded concurrently with the contract, with dive depths ranging from 20-40 feet, and the government typically providing 1-2 weeks' notice before requiring dive services.

(Note: This is the anticipated statement of work for task order #1 which will be awarded concurrently with the ID/IQ Contract).
Task Order #1 Statement of Work USGS - CA Water Science Center
Introduction:
The USGS and Contractor will coordinate to plan and execute approximately 20 dive days for general maintenance work. There may be a need to install or reinstall equipment, or to remove or retrieve equipment in some cases.
The Task Order will be funded at the prices reflected in contract Exhibit A, and for purposes of this order it is assumed to include 10 dive-days utilizing the USGS vessel; and 10 dive-days utilizing the contractor’s own vessel.
It is expected that the work in Task Order #1 will be conducted in the following counties.
• Sacramento County (approximately 10 dives: 5 on contractor vessel, 5 on USGS vessel)
• San Joaquin County (approximately 5 dives: 3 on contractor vessel, 2 on USGS vessel)
• Yolo County (approximately 5 dives: 2 on contractor vessel, 3 on USGS vessel)
Work Requirements:
The work to be performed is as follows (actual sites and activity for each dive day will be agreed in advance prior to that work day):
The work will include:
• General station maintenance o Cleaning submerged instrumentation o Replacing missing / damaged hardware o Securing submerged scientific instrumentation to existing infrastructure o Adjusting physical location of scientific equipment
• Debris clearing / invasive weed abatement o Checking channel cross-sections at stations to ensure no large debris is blocking data acquisition beams. Removing debris as required.
o Checking and cleaning invasive weed abatement mats o Physically clearing invasive weeds and installing new weed abatement mats as necessary
• Instrumentation installation o Install submerged scientific equipment at new monitoring locations
• Retrieve instrumentation o Retrieve submerged scientific instrumentation o Search for / retrieve submerged gear
Report:
Contractor shall provide a work log for each dive-day (or each dive) as agreed with the USGS technical liaison. Also note any problems or issues that occurred and how that was handled. In
USGS 140G0325Q0067 Professional Dive Services IDIQ- Amendment 1 Page 1 of 4 addition, any comments or suggestions to make things more efficient or easier going forward would be appreciated in your report.
Invoicing:
Contractor may invoice monthly, for completed dive-days during the month just completed.
Invoicing is via the US Treasury IPP system (see contract clause) and payment will be made electronically via direct deposit to the contractor’s account after approval of the invoice. Invoice at the Exhibit A rates, for the dive-days completed.
Pricing Information (price factor):
a. Pricing will be fixed-price (per dive-day) based upon prices we establish at contract award for the various types of dives. The pricing table will be called “Exhibit A – Pricing” and become a part of the contract. The government plans to order dives or a series of dives (via a Task Order) and the prices for those dives would be derived based on the contract’s Exhibit A – Pricing table.
b. Prospective contractors proposing to do this work will provide a price table similar to “Exhibit A” table attached. This will be the price, per dive-day, for the dive services performed.
c. The Exhibit A pricing table will be your proposed prices that will become a part of the contract going forward. Work will be ordered, invoiced, and paid, based on these prices. The table contains two scenarios: 1. Using contractor’s boat; or, 2. using a USGS boat. All scenarios assume two contractor personnel: one diver and one observer / safety diver. Rates are daily rates.
It is anticipated that multiple sites in the local area may be visited in a work-day, and multiple dives may be conducted within the daily rate allowance depending on the complexity of work.
d. First Task Order. We will award the first task order (Task Order #1) upon award of the contract. For the purposes of proposal evaluation we will compare prices based on your Exhibit A prices for the following assumptions: We will order 20 dive days to be conducted sometime during the period July 2025 – January 2026. During that time, the government will coordinate with the contractor to arrange for 20 diving days, mostly for station maintenance (clearing debris, checking equipment, weed abatement, etc). We would anticipate multiple dives per day. We estimate 10 of the 20 dive days would be conducted from the USGS boat(s) (accompanied by USGS personnel) and, 10 of the 20 days will be accomplished by the contractor using their own dive boat. (USGS may still accompany in their own boat, but the contractor must have their own boat for this activity).
e. For purposes of comparing prices of quotations submitted, we will use the above scenario to arrive at an “evaluated price” for Task Order #1. Your Exhibit A daily rate for “our boat” / “your boat” will be used to develop a total evaluated price for this scenario, as follows:
Exhibit A Price Days Price Our Boat: your daily rate x 10 days = price 1 Your Boat: your daily rate x 10 days = price 2 Total evaluated price 20 days = total price

Please note, that if your firm is selected for award, the first task order will be awarded for this dive scenario, at the price computed as described above. Therefore, you are essentially making a firm quotation to perform this Task Order #1 work at the price stated in your quote.
Contractor may provide a separate daily rate table in accordance with the appropriate wage determination for each location in California: Contra Costa, Sacramento, San Joaquin, Solano, and Yolo County.

Questions and Answers: Professional Dive Services
1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
This is a recompete; award number 140G0320D0001 to Hiuga Diving Co.
2. Is there an incumbent for this contract? If yes, who is it, and what was the awarded contract value?
See answer to #1.
3. Based on past work, what were the average hours used per year? And what were the highest and lowest hours used?
We do not track hours, we track days. We have used an average of 35 dive days annually.
Ranging from 20 to 47 in a given year.
4. If there are five different wage determinations, how should we handle that? Do we just use the highest one for all areas?
The Contractor determines the firm, fixed price offered based on the information and wage determination provided in the solicitation.
5. How often do you usually need these services? Monthly, weekly, or something else?
We have used an average of 35 dive days annually. Ranging from 20 to 47 in a given year. In some cases there are numerous back-to-back dive days (for a particular project), in some cases we many not use dive services for an entire month.
6. What is the max depth the commercial divers will be reaching? This will determine not only dive tables and safety protocols, but also wage determinations.
The max depth is 60-80 feet; however the majority of the work is in 20-40 depths.
7. Contractor is required to bring required tools to complete the mission, is there a list of what tools will be required in the event there is a need for special tools?
The types of work will include installing submerged equipment; removing debris (submerged logs, sand burial, etc); retrieving lost equipment. The types of tools that we’ve used in the past include pneumatic and hydraulic tools and pump systems. We have used hydraulic A-frames, winches, cutting tools, jetting tools, hand tools, rigging hardware (lines, slings, shackles, etc).
The dive boat should have a dive platform and have hard hat dive capabilities including communication.
8. The following statement describes job frequency. "The dive-day missions will be coordinated with USGS in advance," Can you provide an answer of how much lead time the dive team will have prior to properly plan/schedule the mission in order to de-conflict any other work outside of the contract for other customers?
We try to work with the contractor’s schedule. We usually try to give 1 – 2 weeks notice prior to needing dive services.
