Reconnaissance and Data Collection for Walrus Aggregation Mapping
STATEMENT OF WORK REVISED 28 FEBRUARY 2025
1. GENERAL INFORMATION
1.1 Introduction
The Pacific walrus (Odobenus rosmarus divergens) is an ice-associated pinniped that inhabits the Bering and Chukchi Seas. Sea ice serves as a critical habitat, providing a platform for resting between foraging periods. The decline of sea ice due to climate change may impact walrus populations by reducing survival and reproductive rates. This research aims to assess these potential impacts.
The U.S. Geological Survey (USGS) and the U.S. Fish and Wildlife Service (USFWS) will conduct a joint research cruise in the Chukchi Sea in June 2025. The primary objective is to collect skin biopsy samples for genetic mark-recapture and age structure analysis. To support these operations, timely and accurate walrus aggregation location data is required.
1.2 Scope
The purpose of this contract is to acquire point locations for walrus aggregations in the northern Bering and Chukchi Seas to support research operations during June 2025. The contractor will conduct reconnaissance operations and provide real-time location data to the USGS/USFWS research vessel.
2. WORK REQUIREMENTS
2.1 Technical Requirements
The contractor shall:
• Conduct ONE (1) reconnaissance operations between June 2, 2025, and June 25, 2025.
• Follow the marginal ice zone to identify walrus aggregations.
• Operate within an ESTIMATED maximum range of 700 nautical miles from shore.
• Verbally communicate real-time walrus location data via satellite phone to the research vessel.
• Provide electronic reports after each survey in an agreed-upon format, including:
1. Point locations of all walrus aggregations.
2. Estimated walrus counts at each location.
3. Area surveyed to obtain data.
2.2 Performance Metrics
The contractor must meet the following performance requirements:
• Data Accuracy: Walrus count estimates must be within ±10% margin of error.
• Data Transmission: Verbal communication must occur within 30 minutes of identification.
• Electronic Report Submission: Data must be submitted within three (3) hours of completing survey.
3. DELIVERABLES

3.2 Acceptance Criteria
• Data must meet accuracy and timeliness requirements.
• Reports must be in an agreed-upon electronic format.
• If no walrus aggregations are identified, the contractor must submit a negative report confirming the survey was completed.
4. SUPPORTING INFORMATION
4.1 Place of Performance
• Primary Locations: Kotzebue, AK and/or Utqiagvik, AK (depending on sea ice conditions).
• Operational Area: Northern Bering and Chukchi Seas.
4.2 Period of Performance
• June 2, 2025 – June 25, 2025.
4.3 Government-Furnished Property (GFP)
• None. The contractor is responsible for all necessary equipment, including vessels, satellite communication devices, and data collection tools.
4.4 Special Considerations
• The contractor must comply with all applicable federal, state, and local regulations.
• The contractor must have emergency communication protocols in place.
• If adverse weather or sea ice conditions preclude operations, a contingency plan must be submitted.
5. PAYMENT
• Payment is contingent on successful completion and acceptance of deliverables.
• If zero reconnaissance operations occur due to environmental factors, no payment will be required.
