Statement of Work
I. General Information
1. Background:
The U.S. Geological Survey (USGS) Astrogeology Science Center (ASC) in Flagstaff, AZ, requires reliable backup power to ensure continuous operation of its data center. The Eaton Enterprise UPS System provides emergency power in case of outages, supporting critical planetary research datasets for NASA and other organizations. This system is due for maintenance, including battery replacement and upgrades to its capacitors, fans, and power board.
2. Objective:
The purpose of this procurement is to:
o Replace, Verify and Test current batteries which were installed in 2018.
o Verify need and Conduct Eaton recommended maintenance on Eaton 9390 and test function.
1. The Eaton was placed in service in 2013. System has only had air filter services so far.
2. Resolve the current Check Fan Event ID: 290379 and Test.
3. Eaton unit was inspected by an authorized Eaton technician in June 2024. Based on that this Scope of Work to Replacement of the Power board, AC & DC Capacitors and Fans was developed.
o Ensure compliance with safety and operational standards.
II. Scope of Work (WHAT IS REQUIRED)
1. Battery Replacement:
o Provide and install 40 new batteries with specifications equal of exceeding current Interstate HSL1800 batteries, adhering to these salient characteristics:
▪ Electrolyte design: Absorbed glass mat (AGM).
▪ Nominal voltage: 12V.
▪ Discharge range: -15°C to 50°C (5°F to 122°F).
▪ Certifications: UL1989, ISO 9001, ISO 14001.
o Remove and dispose of existing batteries per local, state, and federal regulations.
2. Capacitor, Fan, and Board Upgrades for the Parent Equipment - Make: Eaton, Model: 9390, S/N:
EG151CBC02, Size: 80kVA. All parts need to be Eaton brand/Eaton approved parts.
o Service - 1 x 9390, 80kVA, 208V, AC and DC Oil Filled Capacitor Upgrade. Replace internal power/charge capacitors compatible with the Eaton 9390 UPS system.
o Service - 1 x 9390, 40-80kVA, Fan Upgrade. Conduct a fan upgrade to resolve "Check Fan" error codes and ensure proper system cooling.
o Board – 1 x 9390, 40-80kVA, New Power Supply Board. Replace the power supply board with a new, manufacturer-recommended component.
3. Testing and Calibration:
o Conduct operational testing post-installation to ensure compliance with Eaton specifications.
o Verify the system’s ability to monitor battery health via Simple Network Management Protocol
(SNMP) functionalities.
4. Documentation and Reporting:
o Submit a detailed report listing serial numbers, test results, and certifications for all installed batteries.
o Document testing outcomes and note any deviations or corrective actions taken.
III. Deliverables
1. Forty (40) new batteries meeting or exceeding HSL1800 specifications.
2. Replaced capacitors, fans, and power supply board validated and tested.
3. Comprehensive post-maintenance operational report.
IV. Special Requirements
1. Certifications and Experience:
Contractors must be factory-certified to work on Eaton systems and provide at least three references for similar projects.
2. Standards Compliance:
All work must comply with National Fire Protection Association (NFPA) standards for telecommunications backup power equipment.
3. Work Hours:
Work will be performed during normal business hours (Monday–Friday, 8:00 AM to 5:00 PM), unless otherwise coordinated.
4. Warranty:
Batteries must be warranted for a minimum of 3 years, with 5 years preferred.
V. Performance Period All work, including delivery, installation, testing, and reporting, must be completed within 60 days of award.
VI. Government-Furnished Property (GFP) The UPS system (Eaton 9390, SN: EG151CBC02) will be available for contractor access during scheduled maintenance. No other GFP is anticipated.
VII. Place of Performance USGS Astrogeology Science Center 2255 North Gemini Drive Flagstaff, AZ 86001 Work will primarily be conducted in the designated data center areas. USGS Staff member will be available to provide access to all areas during work.
The Site has a ATS Switch and On-site Generator and bypass capability. The UPS is equipped with an external Maintenance Bypass Switch (MBS) the UPS load can be placed in maintenance bypass.
Batteries will be delivered to Building 6 using ground level double wide entry doors and a double wide entry into the Mechanical room where the UPS is located.
VIII. Acceptance Criteria
1. Successful installation and operation of all new batteries and upgraded components.
2. Documented compliance with Eaton’s operational specifications and salient characteristics.
3. Submission of a complete operational report.

GS0231 Technical Liaison - Technical Direction (July 2018)
a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. As used herein, ""technical direction"" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment and does not supersede or modify any article or clause of this contract.
(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government. Only a warranted Contracting Officer is authorized to obligate funds on this or any other contract action.
(c) The contractor shall immediately notify the Contracting Officer in writing if the Technical Liaison has taken an action (or fails to take action) or issues direction (written or oral) that the contractor considers to exceed the above limitations.

When a holiday falls on Saturday or Sunday, it is observed on the adjacent Friday or Monday, respectively.
In addition to the holidays listed above, the contractor agrees to observe leave days or closures designated by Federal Statute, Executive Order, or Presidential Proclamation.
GS0925 Unscheduled Closures – Fixed Price (March 2003)
a) The USGS facility where contractor employees are working may occasionally be closed temporarily and federal employees dismissed, such as for inclement weather, holiday early closings, power outages, or other emergencies.
In these cases, the Contracting Officer or COR will advise the contractor whether any of the contractor's activities on Government facilities are considered critical and require continued performance. In most cases, the Contractor will be required to dismiss employees at Government facilities who are performing noncritical tasks after federal employees are dismissed.
b) If the unscheduled closure causes an increase in the cost of contract performance or if any contract term or condition is affected by the closure, the Contractor may request an adjustment pursuant to Clause FAR 52.242-17 Government Delay of Work.
(c) Contractor performance at locations that are not affected by the unscheduled closure will not be subject to this clause.
GS1131 Unilateral Deobligation of Unexpended Funds (May 2013) The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
GS1338 Notice to the Government of Delays (July 2001) In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the contracting officer and the COR (if one has been designated), in writing, giving pertinent details. This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or of any rights or remedies provided by law or under this contract.
GS1364 Nonpersonal Services and Supervision of Contractor’s Employees (September 2017) This contract is a “nonpersonal services contract” as defined in FAR 37.101. It is therefore, understood and agreed that the contractor and/or the contractor’s employees:
Shall perform the services specified herein as independent contractors, not as employees of the government;
Shall request clarification in writing from the Contracting Officer if the Contractor finds it necessary with respect to the scope of services to be performed or the manner in which the services are to be performed hereunder.
Shall be responsible for their own management and administration of the work required and bear sole responsibility for complying with any and all technical, schedule, or financial requirements or constraints attendant to the performance of this contract;
Shall be free from supervision, direction or control by any government employee with respect to the manner or method of performance of the services specified; but shall comply with such general direction of the Contracting Officer (or the duly authorized representative) pursuant to the government’s right and obligation to inspect, accept or reject the work as is necessary to ensure accomplishment of the contract objectives.
Shall not be at any time during the contract period employees of the U.S. Government.
The contractor's employees and subcontractors must make clear, in dealings with the public, federal employees, or other contractors that they are not federal employees. To minimize possible confusion, contractors and subcontractors are not permitted to wear clothing or other items (apart from official identity credential) bearing the name, logo, or seal of the U.S.
Geological Survey while performing work under this contract.
GS1440 Wage Determination (July 2001) Wage determination is dependent on the area services are being performed. Determination to be made upon award.
In the performance of this contract, the contractor shall comply with the requirements of U.S. Department of Labor Wage Determination Number 2015-5465 dated 07/22/2024 or most current as seen on the SAM.gov website.
DIAR 1428.301 Liability Insurance - Department of the Interior (JUL 1996)
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:
$100,000 each person $500,000 each occurrence $100,000 property damage $500,000 in aggregate
(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of thepolicy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number, and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.
Electronic Invoicing and Payment Requirements - Internet Payment Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email prior to the contract award date, but no more than 3 to 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippcustomersupport@fiscal.treasury.gov or phone (866) 973- 3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
