About this file
This document contains questions and answers related to a solicitation for construction of two USGS facilities on the Big Island of Hawaii. Offerors must submit Phase 1 proposals by December 22nd, 2021 for consideration. Phase 1 proposals are limited to 40 pages, excluding the SF1442 and associated forms. Offerors may propose up to three subcontractors for key trades like mechanical, electrical, and plumbing work in Phase 1, and must select one subcontractor per trade to identify in Phase 2. Completed representations and certifications via SAM.gov meet the requirement but do not need to be included in proposals. Resumes do count against page limits if provided. Details on small business subcontracting goals are also acceptable to include at a high level without committing to specific subcontractors or amounts at this stage due to limited design information provided.

140G0321R0011 - HVO-PIERC CMGC Q&A #2
Q1. The Phase 1 Proposal requires Offerors to identify and provide experience information for key subcontractors, of which Q&A #1 provided within Amendment No. 0001 the answer stated “(i)n our experience, this usually includes at least mechanical, electrical, and plumbing”. However at this time, especially being that the Phase 1 RFP only provides Offerors with a schematic design drawing and a scope of work narrative, it is very difficult for Prime Contractors to commit to one (1) subcontractor for such key trades of work; likewise, subcontractors are apprehensive of committing to a project with very little information about their required scope of work. Therefore, please confirm that it will be acceptable for Offerors to (i) propose multiple subcontractors – at least allow a maximum of three (3) – per key trade of work in the Phase 1 Proposal, and then (ii) identify and commit to one (1) selected subcontractor per key trade of work in the Phase 2 Proposal.
A1. This is acceptable but the increased uncertainty will impact our overall evaluation of the proposed team if we judge one or more of the proposed subcontractors to be less well qualified than the others.
Q2. Please confirm if key subcontractors are allowed to be on multiple Prime Contractor teams.
A2. Confirmed, we have no control over that. That would not impact our evaluation of a proposed team in any way.
Q3. Please confirm that a cover page, cover letter, and/or table of contents, if provided as part of the Phase 1 Proposal, do not account against the 40-page limit.
A3. Cover page, cover letter, and/or table of contents count against the 40-page limit.
Q4: Q&A #2 provided as part of Amendment No. 0001 confirmed that the SF1442 does need to be provided as part of the Phase 1 Proposal, but does not count against the page limit. To be complete and clear, please confirm that both the SF1442 and Optional Form 336 continuation sheet need to be provided and do not count against the 40-page limit.
A4: When we talk about “the SF1442,” we are talking about the three-page pdf document posted with the solicitation, which is really an SF1442 (front), SF1442 (back), and an OF336. Offers will need to fill that out and return it, and it does not count against any page limits. Similarly, offers need to acknowledge solicitation amendments. Most offerors will complete block 19 on the SF1442 (back), but some prefer to sign and return each SF30. That’s fine, too, and those SF30s will not count against any page limits.
Q5: Q&A #2 provided as part of Amendment No. 0001 confirmed that the Reps & Certs “via SAM.gov” needs to be provided as part of the Phase 1 Proposal, but does not count against the page limit. Please confirm if you indeed require Offerors to include a PDF-copy of the FARS or FARS & DFARS report of their SAM.gov registration record within the Phase 1 Proposal; for your information, our FARS report is 53 pages total and our FARS & DFARS report is 76 pages total.
A5: Offerors need to have completed their reps and certs via SAM.gov, but do not need to print them to pdf and include them with their proposal packages. In fact, we would prefer you do not, to keep email files sizes manageable. As part of our evaluation, we access SAM.gov and download.
Q6. With regard to Reps & Certs, please confirm Offerors do not need to complete and provide Attachment 1, Terms and Conditions, as part of their Phase 1 Proposal, specifically with regard Provisions 52.204-24 and 52.204-26. If such needs to be completed and provided, please confirm those pages do not count against the 40-page limit.
A6. Please complete 52.204-24 and -26 and return them with your proposal; that will not count against any page limits; note that if you complete 52.204-26(c)(1) and (c)(2) as “does not”, “does not”, you do not have to complete anything in 52.204-24. 52.204-26 is included in SAM now, but we’ve noticed that many records still include the previous 2019 version, not the current October 2020 version, and the previous version omits 52.204-26(c)(2). If your SAM record includes the 2020 version and you have completed “does not”, “does not”, you can skip this.
Q7: Q&A #3 provided as part of Amendment No. 0001 mentions “key personnel resumes”; please confirm that such information is not specifically stated nor required by the “Proposal Submission Instructions, Evaluation of Offerors” section of Attachment 1, Terms and Conditions, especially given the 40-page limit and the answer that such information would count against the limit.
A7: Key personnel resumes are not required, but if they are included, they count against the 40-page limit.
Q8. Q&A #4 provided as part of Amendment No. 0001 confirmed that with regard to providing information required for “Small Business Subcontracting” as part of the Phase 1 Proposal, in lieu of identifying each proposed key subcontractor along with their size status and an estimated percentage of dollars applicable to the company, listing only key SB subcontractors by name and identifying their various socio-economic statuses is allowable. As stated above, being that the Phase 1 RFP only provides Offerors with a schematic design drawing and a scope of work narrative, it is very difficult for Prime Contractors to commit to one (1) subcontractor for each trade of work. Therefore, please confirm that it will be acceptable for Offerors to (i) propose multiple subcontractors – at least allow a maximum of three (3) – per each trade of work in the Phase 1 Proposal.
A8: This is acceptable. Note our comment in A1 about increased uncertainty and our evaluation of the proposed team.
Q9. Overall, given other ongoing deadlines within this busy holiday season, we kindly request your consideration to extend the Phase 1 Proposal by at least one (1) week, to Wednesday, December 22, 2021.
A9. Confirmed, extended.
