Request for Quote

The U.S. Geological Survey (USGS) Idaho National Laboratory (INL) Project Office (PO), located in Idaho Falls, ID, requires the purchase of two 750 ft high density liner systems (840-denier liner material or better). The liners will be installed inside of 4.8-in. boreholes to allow collection of seismic measurements. The liners will require support to install the liner system and allow collection of measurements. The purpose for the equipment is to support USGS INLPO continued geologic characterization through examination of bedding fractures and groundwater systems.

This requirement is subject to availability of funds.

I am requesting a firm price/quote.

Requirements:

High Density Blank Liner Material

a. Liner should be made of 840 denier materials or better.

b. Two separate liners will be required for this work.

c. Liner material should be fitted for a 4.8-in borehole.

d. Liner length should meet requirements of borehole depth, approximately 750 ft.

e. Liner should be engineered hold fluid over large unsaturated zones, where depth to water could be 700 ft or better.

Engineering Services for Installation of Liner

a. Contracted firm must supply equipment for installation and removal of liner

b. Contracted firm should understand the geology and borehole conditions

c. Contracted firm will be responsible for travel to and from the job site

d. Contracted firm will be responsible for support staff needed for installation and removal of liner.

See attached Statement of Work for additional information regarding requirements.

Period of Performance: April 15, 2019 to September 7, 2019

Evaluation Criteria

The Government intends to make award to the responsive offeror that provides the Best Value to the Government based on Lowest Price, Technical Acceptability. Contractor must demonstrate in your proposal you can provide the materials that meet specifications;

demonstrate you understand the geology and borehole conditions; and demonstrate you can install and remove the liner.
