About this file

This document is a Questions and Answers attachment to RFQ 140G0226Q0038 for LabVIEW software development and training services for the USGS Denver Argon Geochronology Lab (DAGL) in Denver, Colorado. The Q&A clarifies contractual requirements and expectations across 14 substantive questions (Questions #7 through #21).

Key contractual requirements include: experience supporting earth and atmospheric science laboratories is mandatory and not substitutable with other scientific fields due to DAGL's highly specialized instrumentation and workflows; the lead developer must be onsite throughout development as the instrumentation computer system is not remotely accessible; contractors will receive access to a comparable LabVIEW package from another USGS laboratory and the Pychron codebase for reference and potential reuse; hardware communication protocols and interface documentation will be provided upon development initiation; hardware access will be scheduled and limited to periods when laboratory scientists are available, with no personal access to Government computer systems granted; data must be stored in appropriate file formats and/or databases per the Performance Work Statement Section E; Certification & Accreditation requirements are not applicable, with only property rights, independent verification and validation, and quality control sections applicable; no specific requirements exist for version control, repository structure, or CI/CD pipelines; training must be provided to two personnel in-person at the laboratory, with trainees becoming fully capable of operating, maintaining, and updating the product upon completion; laboratory staff will develop acceptance test procedures and issue final acceptance approval; no defined performance requirements currently exist for system responsiveness or data acquisition rates; Section 508 accessibility testing and remediation are not required beyond providing an Accessibility Conformance Report; a single lead developer must remain assigned throughout the project; and all code will be developed on and remain on the laboratory computer system upon project completion, with no separate documentation requirements specified for transition.

Additional Questions and Answers

RFQ 140G0226Q0038

LABVIEW SOFTWARE BRAND NAME OR EQUAL

DEVELOPMENT/TRAINING SERVICES for the

USGS, Denver Argon Geochronology Lab

(DAGL), Denver, CO.

7. Question #7:

“Please confirm whether the requirement for experience supporting earth and atmospheric science laboratories is strictly mandatory, or if experience in other scientific laboratory environments (e.g., physics, chemistry, or biology labs) demonstrating equivalent expertise in instrument integration and scientific software development will be considered acceptable. If acceptable, please clarify how equivalency will be evaluated.”

USGS’s Response: Experience supporting earth and atmospheric science laboratories is essential to ensure the Contractor is familiar with the type of instrumentation and its applications. The U.S. Geological Survey’s Denver Argon

Geochronology Lab (DAGL) involves highly specialized scientific instruments, unique data-acquisition workflows, rigorous environmental controls, and custom software ecosystems that are not reasonably comparable to other laboratory environments.

8. Question #8:

“Please confirm whether all development activities must be performed onsite at the

Denver Federal Center, or if a hybrid model (remote development with periodic onsite integration/testing) is permissible. If hybrid is allowed, please specify the expected onsite frequency and any tasks that must be strictly performed onsite.”

USGS’s Response: The lead developer is expected to be onsite throughout the development of the product. The computer system connected to the instrumentation is not accessible remotely.

9. Question #9:

“Does the Government have any preferred or existing software architecture frameworks, design patterns, or reusable code bases (e.g., from other USGS labs) that the contractor is required or encouraged to leverage?”

USGS’s Response: The Contractor will be granted access to a comparable

LabVIEW package from a similar laboratory for their use.

10. Question #10:

“Will the contractor be provided access to existing LabVIEW-based systems from other

USGS labs or legacy configurations (e.g., Mass Spec or Pychron) for reference, reuse, or integration?”

USGS’s Response: The Contractor will be granted access to an existing

LabVIEW package from a comparable laboratory for potential reuse and adaptation. They will also receive access to the Pychron codebase.

11. Question #11:

“Can the Government provide additional details regarding communication protocols and interface documentation availability for required hardware components (e.g., Argus VI mass spectrometers, Photon Machines lasers, Agilent DAQs, ion pumps, and pressure gauges)?”

USGS’s Response: This information will be provided to the Contractor upon initiation of development.

12. Question #12:

“Will the contractor have continuous access to all required hardware systems during development, or will access be limited or scheduled?”

USGS’s Response: Access will be scheduled and limited to periods when laboratory scientists are available. The Contractor will not receive personal access to Government computer systems.

13. Question #13:

“Does the Government have a preferred data storage architecture (e.g., database type, file formats, schema standards), or is the contractor expected to propose a solution?”

USGS’s Response: Under Section E of the Performance Work Statement it states that “Data are accurately and reliably stored in appropriate file formats and/or database.”

14. Question #14:

“To what extent is the contractor responsible for Certification & Accreditation (C&A), security documentation, and support for Authority to Operate (ATO) processes under applicable FISMA/NIST requirements?”

USGS’s Response: The section on C&A on page 15 is not applicable. The only applicable responses are: 8) Property Rights; 9) Independent Verification and

Validation; and 13) Quality Control.

15. Question #15:

“Are there specific requirements for version control, GitLab repository structure, CI/CD pipelines, or release management practices, or is the contractor expected to define these?”

USGS’s Response: There are no specific requirements associated with these items.

16. Question #16:

“Can the Government clarify the expected scope and depth of training, including the number of personnel to be trained, target proficiency level, and preferred delivery format?”

USGS’s Response: Training will be required for two personnel. Upon completion, they should be fully capable of operating, maintaining, and updating the product. Training must be conducted in person at the laboratory.

17. Question #17:

“Who will be responsible for defining acceptance test procedures, performing validation testing, and providing final acceptance approval for each module and the integrated solution?”

USGS’s Response: Laboratory Staff will be responsible for developing acceptance test procedures, performing validation testing, and issuing final acceptance approval for each module and the integrated solution.

18. Question #18:

“Are there defined performance requirements for system responsiveness, data acquisition rates, or concurrent instrument operation?”

USGS’s Response: No internal documents or communications identified to date define performance requirements for system responsiveness, data acquisition rates, or concurrent instrument operation.

19. Question #19:

“Beyond providing an Accessibility Conformance Report (ACR/VPAT), is the contractor expected to perform full Section 508 testing, remediation, and ongoing compliance support?”

USGS’s Response: The Contractor is not required to perform full Section 508 testing, remediation, or ongoing compliance support.

20. Question #20:

“Is there a requirement for a dedicated lead developer or key personnel to remain assigned throughout the period of performance? If so, please specify any minimum staffing or continuity requirements.”

USGS’s Response: Under Evaluation Factor B it states “A single lead developer must remain assigned throughout the project.”

21. Question #21:

“What are the Government’s expectations for transition and knowledge transfer at the end of the base period, including documentation, code handover, and transition support into option years or follow-on efforts?”

USGS’s Response: The PWS does not specify any documentation requirements.

All code will be developed on the laboratory computer and will remain on that system upon project completion.
