About this file
This is a Request for Quotation (RFQ) issued by the USGS for janitorial and custodial services at the USGS Guam Magnetic Observatory. The contract is a firm-fixed-price acquisition for cleaning two Quarters buildings (residential units for visiting officials) on a recurring basis from April 1, 2026, through September 30, 2031, with a base year plus four one-year option periods and a six-month extension option.
The contractor shall provide all labor, supervision, cleaning supplies, equipment, and materials to perform comprehensive interior cleaning twice monthly (second and fourth weeks) including kitchens, bathrooms, bedrooms, and common areas. Task 1 requires biweekly cleaning with specific attention to disinfection, floor care, and fixture cleaning. Task 2 requires quarterly general interior systems preventative maintenance including AC unit inspection and filter replacement, light inspection, furniture and mattress inspection, appliance inspection, washer/dryer cleaning, and smoke/CO detector inspection. Work hours are 8 AM to 5 PM, Monday-Friday. The contractor must submit a cleaning schedule within 10 days of notice to proceed and coordinate all activities with the USGS Facilities Manager and Operations Representative, with 48-hour advance notice required before entering occupied quarters. Critical requirements include strict adherence to the Special Site Considerations restricting contractor access east of the Office building (an exclusion zone for magnetic data collection), compliance with OSHA/EPA/CDC safety standards, no employee wandering outside work areas, immediate reporting of facility damage, and prevention of water damage and slip hazards. The contractor must hold a current contractor license from the Government of Guam and comply with U.S. Department of Labor Wage Determination 2015-5693. Quotations are due by 5:00 PM Eastern time on March 25, 2026, submitted via email to ysornberger@usgs.gov. Evaluation will be based on Past Performance (weighted twice as heavily as Technical Performance), Technical Performance, and Price, with awards favoring overall technical merit over lowest cost. Contractors must provide two customer references from the past five years and a narrative not exceeding two pages describing service capabilities.

Statement of Work Clean Quarters Buildings
At USGS Guam Magnetic Observatory
Project Background and Objective
The USGS Guam Magnetic Observatory was constructed in 1966-67 on Anderson Air Force Base property on the northwest side of the island of Guam. The observatory contains 6 buildings comprising of approximately 31 acres of land. The buildings currently include two Quarters Buildings (both occupied), a Shop/Garage Building, a Variations Building, an Absolutes Building, and an Office Building (Fig. 1). The observatory serves as one of the links in the U.S.
Geological Survey’s network of seismic and magnetic observatories. The site collects vital scientific data that is utilized by both domestically and internationally; therefore, the upkeep and maintenance of these buildings are critical to the operation and maintenance of the site.
The main objective of this project is to obtain services to maintain and clean the interior of the two Quarters buildings. The interiors of both buildings are utilized as rental property for visiting officials (Fig 2 and 3). In most cases the visiting official will clean their respective areas and to some extent the bathrooms and kitchen. However, since there is no way of knowing if the quarters will be fully occupied throughout the entire year, it is necessary to do periodic housekeeper-like cleaning twice a month (2nd week and 4th week).
Project Location
