About this file

This document is an Additional and Final Question and Answers attachment for a Combined Synopsis/Solicitation (140G0225Q0118) from the U.S. Geological Survey (USGS). The solicitation is for purchasing one new Multicollector Inductively Coupled Plasma Mass Spectrometer (MC-ICP-MS) for the USGS Mercury Research Laboratory (MRL) at the Upper Midwest Water Science Center in Madison, WI. The document addresses two key vendor questions regarding the instrument requirements.

The first question confirms that the MC-ICP-MS must be a new production model, not a used, demonstration, or previously installed instrument. The second question addresses a technical specification about the instrument's ion optics, with USGS clarifying that the double focusing forward geometry Nier Johnson analyser with an Electrostatic Analyser and laminated magnet is not vendor-specific and is essential for simultaneous detection of multiple ion beams. The solicitation requires the instrument to include all associated hardware, software, warranty, shipping, delivery, installation, calibration, testing, and training. The document concludes by stating that no further questions will be considered.

Additional and Final Question and Answers

Combined Synopsis/Solictation 140G0225Q0118

Purchase one (1) new Multicollector Inductively Coupled Plasma Mass Spectrometer

(MC-ICP-MS) and associated components, all required hardware, software, warranty, shipping, delivery, installation, calibration, testing and training for The U.S. Geological

Survey (USGS) Mercury Research Laboratory (MRL) at Upper Midwest Water Science

Center, Madison, WI.

2. Question #2:

“Must the offered MC-ICP-MS instrument be a new production model and not a used instrument that might have been previously installed at a different location or a factory demonstration model”.

USGS’s Responses:

In accordance with the RFQ under Line Item 00010 page 3, states “Purchase one

(1) new Multicollector Inductively Coupled Plasma Mass Spectrometer (MC-ICP-

MS)”

In accordance with the RFQ under Quotation Instructions to Vendors, page 63 number 3.1, states “Vendors shall quote Authentic, Manufacturer certified/warranted products in original, intact manufacturer's packaging, no

"Gray Market", counterfeit, refurbished, or resale items shall be considered.”

In accordance with amendment 1, the revised Minimum

Specifications/Requirements under Section A-Introduction, states “The U.S.

Geological Survey (USGS) Mercury Research Laboratory (MRL) at Upper

Midwest Water Science Center, Madison, WI has a requirement to purchase one

(1) new multicollector inductively coupled plasma mass spectrometer (MC-ICP-

MS)”

The MC-ICP-MS must be a new production model and not previously installed at another location.

3. Question #3:

“… please also allow me to note that specification “6. Instrument must have double focusing ion optics with forward Nier Johnson geometry with 2x magnification” is hardware restrictive to only one vendor. Our system utilizes a reverse geometry that has no adverse impact on instrument performance and data quality. If that wording can be eliminated it would be appreciated.”

Combined Synopsis/Solictation 140G0225Q0118

Survey (USGS) Mercury Research Laboratory (MRL) at Upper Midwest Water Science

Center, Madison, WI.

USGS’s Responses:

The double focussing forward geometry Nier Johnson analyser with an

Electrostatic Analyser followed by a laminated magnet is not patented or vendor specific. The forward geometry is essential for simultaneous detection of multiple ion beams and, according to market research, is an available feature on high resolution mass spectrometers from different vendors.

This concludes all Questions and Answers, any additional questions will not be considered.
