(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
(II) This combined synopsis/solicitation is issued as a request for quotation (RFQ). Written Quotations shall reference, RFQ Number 140G0223Q0178. This combined synopsis/solicitation will utilize the policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13.5, Simplified Acquisition Procedures, as appropriate for this acquisition. The Government intends to award using an OF347 as a result from this solicitation.
(III) The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04, Effective Date 01/30/2022.
(IV) The RFQ will be solicited as a total small business set-aside on the open market. The associated NAICS code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

Salient characteristics
BACKGROUND:
The intent of these specifications is to describe the general design and function required for a subsea in-trawl imaging system (ITIS) with a fully integrated high-resolution camera and LED light system with depth trigger, articulating net mount and additional specifications described below. The intended use of the ITIS is to support scientific studies being conducted by the US Geological Survey - Great Lakes Science Center (GLSC) to assess abundance and distribution of the offshore prey fish community in the Laurentian Great Lakes. Assessments are based on annual demersal and pelagic trawl surveys that track prey fish population trends over time. Trawl operations are fundamental to these assessments, and therefore, understanding of trawl performance and the behavior of fishes around trawls are critical components of reliably comparable estimates. Current trawl mensuration equipment provides low-resolution (1 reading/5-10 sec) tracking of net metrics such as depth, spread, and temperature, but no visual confirmation of trawl performance, bottom contact, or fish behavior. Attempts to attach stand-alone cameras (e.g., go-pro or drop cameras) have been informative, but limited to shallow (<20m) water in only the calmest of conditions. A rugged subsea in-trawl imaging system is necessary for eyes-on evaluation of trawl performance across the range of depths sampled, allowing for confirmation of bottom contact, estimation of trawl escapement, and analysis of fish behavior around trawls.
The TIS must be self-contained, with high-resolution (≥12mp/1080p) camera, internal rechargeable battery (12+ hour runtime), and on-board programmable LED lighting, capable of collecting clear and well-lit images with sufficient resolution to discern patterns and shapes of organisms and objects as small as 3 cm.
The primary mode of deployment will be attached to trawl equipment, either on the headrope, footrope, or throat of the net. Therefore, it is necessary that the ITIS be portable, easy-to-handle in rough sea conditions, and streamlined to prevent snags during deployment or while interacting with net reels. The ITIS must be capable of wireless configuration and download, including aiming, once attached to the net. Numerous attachment configurations, and an adjustable, articulating camera with integrated lighting are critical components for aiming at trawl components of interest at depth. Finally, it is imperative that the TIS be rugged and able to sustain jarring and jostling typical to (1) open-deck conditions in rough waters; and (2) subsea trawling conditions at depths <300m. All specifications listed below must be included in the base quote sub-total as specified.

E206.1 General. Where components of ICT are hardware and transmit information or have a user interface, such components shall conform to the requirements in Chapter 4.
Instructions to Offerors
1 Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the
Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat. Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All
"Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the
Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.
2 Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.
3 Describe plans for features that do not fully conform to the Section 508 Standards.

Acceptance Criteria
1 Prior to acceptance, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section
508 conformance claims provided by the offeror represent an inaccurate level of conformance than what is actually delivered to the agency, the government shall, at its option, require the offeror to remediate the delivered item to align with the required Section 508 conformance claims prior to acceptance.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
