Science and Technical Support Services (STSSC) For Core Science Systems (CSS) and

Rocky Mountain Region (RMR)

1. Question #1:

“On page 101, Factor C states, “Offeror shall provide successful relevant experience information for all subcontractors …” However, page 102, Factor E states, “Past

Performance Questionnaires reference information is limited to the offeror’s past project performance; thus, the Government will not consider PPQ’s on any other vendors other than the offeror.” Given subcontractor performance is viewed as important to the evaluation of offeror’s capabilities (Factor C), we request the Government also permit subcontractor Past Performance for evaluation in Factor E.”

USGS’s Responses:

As stated in Factor C, the Government is looking for offeror's ability to manage subcontractor(s), partners, teaming arrangements. Therefore, offerors shall provide successful relevant experience information managing all subcontractor(s), partners, teaming arrangements, if applicable.

As for Page 102, Factor E, The Government will not consider PPQ's on any other vendors other than the offeror.

Experience and Past Performance are two different evaluations. Prior experience relates to whether you’ve done similar work in the past; past performance relates to how well you did that work.

2. Question #2:

“On page 102, Factor F states, “The Offerors shall provide a total compensation plan …”

Is a compensation plan required for only the prime contractor, or are subcontractor compensation plans also required?”

USGS’s Response:

In accordance with FAR 52.222-46, the total compensation plan is required for the Prime Contractor only.

On page 102, last paragraph, third sentence states “The Professional Employee

Compensation Plan is limited to the offeror’s company.”
