About this file

This document contains responses to contractor questions regarding Amendment No. 0002 for the renovation of laboratory space at the Upper Midwest Environmental Sciences Center in La Crosse, Wisconsin. The period of performance has been extended from its original end date of October 3, 2022 to September 1, 2023 to accommodate long lead times for materials of over 20 weeks as noted by contractors. The initiating devices tagged for replacement in the fire alarm drawings are existing addressable devices that were already replaced due to a lightning strike and will be removed and reinstalled when the new ceiling grid is installed. Updated plan sheets and specifications for the fume hood will be provided in the issue for construction to the awarded contractor.

Question 19:

The Period of Performance for the project is 04/01/2022 to 10/03/2022. Currently there is volatility in the market and the manufacturers listed are experiencing lead times in excess of 20

Weeks.

Please confirm the Period of Performance can be adjusted to accommodate long lead items.

Response Question 19:

Period of performance is extended to 04/01/2022 to 09/01/2023

Question 20:

When reviewing the Solicitation Documents we noted that the Period Of Performance is 180

Days.

Our RFI is this:

Given the current state of supply chain issues and procurement time frames for specialized equipment needed for the lab, we would respectfully suggest consideration of a schedule that accounts for 5 months of material procurement and 10 months of construction.

If the down time for the facility to be inoperable needs to be compressed, we would respectfully suggest 6 months of procurement and 6-8 months for construction.

Would these suggested increase in Period of Performance options be considered?

We would be willing to submit a proposed schedule with our bid for approval as part of our proposal package.

At this point we are still waiting response from some of the suppliers and subcontractors on procurement and lead times and would not have full information until bid day but our initial responses from key suppliers is that the procurement of needed material will take up a substantial time of the posted Period of Performance.

Response to Question 20:

See response to Question 19 above.

Question 22:

Can the period of performance be extended to allow 10 months for completion. We have been given lead times for some materials at 30 to 35 weeks?

Response to Question 22:

See response to Question 19 above.

Question 26:

Looking at the fire alarm plans at UMESC. On many devices in the demo areas on pages E301 and E303, the devices have “XRR” annotations –

“XRR = Existing item to be removed and to be relocated or to be re-installed.”

I understand this as these devices are to be reused, but they are all in the same locations as the devices annotated with “N” for “new item replacing existing” on the coordinating new fire alarm drawings –

These existing initiating devices are all of our newest technology and don’t require replacing.

Please let me know if I misunderstood the annotations, or I am correct in assuming the devices with an “N” annotation are not being replaced and instead are existing devices that are to remain.

Response to Question 26:

The initiating devices tagged with “N” are supposed to indicate new item replacing existing or

“replacement” however, due to lightning strike to the building the existing initiating devices had already been replaced with new addressable ones, therefore they will be removed and reinstalled or to be re-used when the new ceiling grid is installed.

Question 27:

Regards to Addendum #1, it notes some updated plan sheets and an updated spec for Div 11 53

13 Fume Hood. When are these going to be issued?

Response to Question 27:

Updated sheets and specs will be provided in the Issue for Construction to the Awarded

Contractor. All of the information which you are requesting is provided very clearly in the narrative from Amendment No. 0001, Question 4 to this Solicitation:

Section 11 53 13 contractor to provide and install a 6’-0” wide externally exhausted biological safety cabinet in AEH Chem Room 215.Unit to have a 10” high sash opening, height adjustable base stand, one AIR service fixture and one GAS service fixture. Model to be similar to Labconco Axiom

Class II Type C1 and be able to function in Type B (externally vented) mode. Owner to provide field certification before the unit is put into service.
