Which LF amount should we use?
ANSWER: Any and all measurements in the work statement are merely estimates. Offerors were afforded an opportunity to visit the site to collect accurate measurements. The quality standard for acceptable performance is a complete perimeter fence.
18. Is the intent of the work to install the chain link fence over existing terrain as-is and get as close as possible to the 2” gap between fence and ground or are we supposed to assume grading work to level the ground in order to keep the 2” gap from the ground?
ANSWER: When the Government provides performance-based quality standard, then the Government intends for the Contractor to meet or exceed the quality standard for acceptable performance. The Government describes the required outcome as a quality standard, in this case - a 2-inch gap; but the Government does not dictate "how" the contractor achieves the quality standard. This allows the contractor to provide innovative approaches to meet the required quality standard.
