C.1 INTRODUCTION
Background: The United States Geological Survey (USGS) is an earth science organization that serves the Nation by providing reliable scientific information to describe and understand the Earth; minimize loss of life and property from natural disasters;
manage water, biology, energy, and mineral resources; and enhance and protect our quality of life. As a component of the USGS Core Science Systems Mission area, the National Geospatial Program (NGP) provides a foundation of digital geospatial data representing the topography, natural landscape, and manmade environment of the United States. NGP geospatial products and services can be incorporated into decision making and geospatial operational activities. NGP data and derived products and services can be accessed through The National Map.
The National Map is a collaborative effort among the USGS and other Federal, State, and local partners to improve and deliver topographic information for the Nation. The National Map contains a suite of map and data products and services that provide access to base geospatial information to describe the landscape of the United States and its territories. Geographic information available through The National Map includes boundaries, elevation, geographic names, hydrography, land cover, orthoimagery, structures, and transportation. The National Geospatial Technical Operations Center (NGTOC) is the operational component of the NGP which provides data acquisition, data management, data inspection, product generation, delivery system, customer support, product specifications, custom software development, applied research, and basic research.
The USGS NGP and NGTOC have a requirement for non-personal science and technical support services necessary as part of the mission support. Services anticipated under this requirement are primarily to be performed on-site but may include requirements performed off-site upon approval of the Government.
This is a stand-alone Indefinite Delivery Indefinite Quantity (IDIQ) STSSC Contract for placing Firm-Fixed-Price and Labor- Hours Task Orders for supporting NGTOC and NGP needs and requirements; which have location in Rolla, MO Denver, CO & Reston, VA.
Historically, the Science and Technical Support Services (STSSC) for USGS NGP and NGTOC have been provided by the incumbents under the following Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The publicly available information for these incumbents’ contracts and the associated task orders is found in the Federal Procurement Data System (FPDS)-Next Generation (NG).
