About this file
This is an Intent to Award Notice for a software maintenance renewal contract.
The U.S. Geological Survey (USGS) intends to award a contract to BAE for continued maintenance support of BAE Socet GXP geospatial software at USGS National Civil Applications Center (NCAC) classified facilities located in Reston, VA and Lakewood, CO. The requirement covers the "Pro Bundle Upgrade Entitlement (UE)" software package, which includes annual maintenance, new upgrades, and software releases. The software supports stereo image processing capabilities for classified and unclassified work, including specialized functions such as stereo imagery analysis, multi-sensor triangulation, Digital Elevation Model extraction, orthorectification, mosaicking, and feature collection. The software serves mission-critical programs including the Core Science Systems (CSS) and National Land Imaging Program (NLI). The period of performance is October 1, 2026 through September 30, 2027.
The USGS has determined there is no other source capable of providing equivalent products and is proceeding under other than full and open competition authority. Competing vendors who believe they have similar products meeting the requirement's specifications are invited to contact Contract Specialist Patrick Anderson at patrick_anderson@usgs.gov no later than 9:00 AM Eastern Time on Monday, August 24, 2026, to submit an affirmative response. The justification for the sole-source approach cites data continuity needs, compatibility requirements with existing classified systems, and significant costs and complexity associated with software migration and data reprocessing.

Intent to Award Notice – 140G0126Q0242
The US Geological Survey (USGS) has a requirement to renew software maintenance for BAE Socet Set and Socet GXP for licenses residing USGS National Civil Applications Center (NCAC) classified facilities in Reston, VA and Lakewood, CO.
The requirement is for continued maintenance support for the BAE Socet GXP geospatial software suite packaged for classified government work as the “Pro Bundle Upgrade Entitlement (UE).” The letters “UE” are included in the part number, and UE refers to upgrade entitlement software support. This means in addition to annual maintenance, new upgrades and releases are included as well. The software to be covered by this acquisition supports the national programs of the Core Science Systems (CSS) and National Land Imaging Program (NLI). The package is necessary to enhance the capacity for classified and unclassified stereo image processing in the NCAC Reston, VA and Lakewood, CO facilities.
The total anticipated period of performance will be 10/01/2026 – 09/30/2027.
The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to BAE unless it is contacted by any vendor who believes they have similar product that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Patrick Anderson via email at patrick_anderson@usgs.gov no later than 09:00 AM Eastern, Monday, August 24, 2026, with an affirmative answer.
The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)
The following information is provided to demonstrate the proposed contractor’s unique qualifications:
The USGS National Civil Applications Center (NCAC) requires BAE Socet GXP to support the exploitation and analysis of classified and unclassified geospatial imagery. Socet GXP provides specialized capabilities, including stereo imagery analysis, multi-sensor triangulation, Digital Elevation Model extraction, orthorectification, mosaicking, and feature collection, which are integral to the NCAC mission and the development of products supporting USGS and partner-agency requirements. Continued maintenance and support of the existing software is necessary to preserve data continuity, maintain compatibility with existing classified systems, and ensure access to upgrades and new releases.
Replacing the software would require significant costs to migrate and reprocess existing data and would not provide a comparable benefit or savings to the Government. Therefore, continued maintenance of the existing BAE Socet GXP software is necessary to maintain mission-critical capabilities and protect the Government's existing investment.
