Motor and Trailer Requirements: The motor must be a 4-stroke jetboat-specific outboard equal to or greater quality than a Mercury 80hp jet engine, with a minimum displacement of 2.1 liters and 35 amp/441 watt water-cooled voltage regulator. The motor must be fully installed with cables, fuel lines, exhaust, and mufflers, and mounted to reduce center of gravity and rollover potential. The trailer must be designed for the specified jetboat size with loading guides, standard electrical hookup for pickup towing, running and brake lights, a winch, and a rear step with submersible lights.
Delivery: Equipment must be delivered to USGS CACFWRU, 1 Harpst Street, Arcata, CA 95521 within 4-6 weeks. The procurement supports fisheries research, fish ecology, and aquatic science activities.

Statement of Need Outboard jetboat and trailer
The USGS, Cooperative Research Units in Reston, VA, supporting the Ecosystems Mission Area requests the purchases of an equal to or larger than 18-ft long and 60-inch bottom width jetboat, with an equal to or larger 4-stroke Mercury 80hp jet engine, and a trailer with all associated towing accessories (i.e., tie straps, lights, winch). The primary use is to support the field program of the California Cooperative Fish and Wildlife Research Unit for sampling fishes and associated habitats in a variety of freshwater systems pursuant to research objectives associated with fisheries management and conservation, aquatic sciences, resource conservation, and to support the regulatory responsibilities of the Bureau of Reclamation’s Klamath Fall area office.

Jetboat Requirements
We require an outboard jetboat of a minimum of 18ft (length) aluminum jetboat for use in navigating and sampling rivers that include deep and wide sections as well as shallow riffle sections. Smaller vessels will not allow for safe operation in river environments and will not allow ability to transport needed equipment to sample sites. The boat should include a T-top and glass fold-down windshield for moderate cover from wet weather in cool or cold conditions. The boat should include at least two passenger seats, a center-console driving station for safest navigation, and a bench seat with capacity for two at the steering console the captain for safety and stability. The boat should include in-floor, under-seat, and/or in-bow storage so that gear can be safely stowed to avoid tripping dangers. The aluminum thickness of the bottom and transom should be at least 0.160’ to withstand sand and gravel landings and occasional bumping into substrate or large woody debris. The boat and trailer should come with all necessary batteries and wiring. A battery shutoff switch should be installed. Additionally, the boat should have all navigation lights wired with the ability to turn on with a switch at the drivers seat. The boat should have an open working area on the bow. The boat should come equipped with a bilge pump already wired with a hose installed to remove water from boat.
Motor Requirements
We require a jetboat-specific outboard motor equal or greater quality to a 4-stroke Mercury 80hp jet. The motor should include or exceed a 35 amp / 441 watt with water-cooled voltage regulator, and a displacement of at least 2.1L. We require the motor to be installed with all cables and fuel lines attached. The motor should be mounted on motor mount that is constructed in a way to reduce the boat center of gravity and reduce “roll-over” potential. Motor exhaust should be installed and mufflers in place to reduce noise to greatest extent possible.
Trailer Requirements We require a trailer designed to haul jetboats of the size requested. The trailer should have guides to aid loading and trailering. The trailer should have a standard electrical hook up for a pickup and all running and break lights, and include a winch. The trailer should have a rear step by boat-rear and submersible lights.
The USGS mission essential functions, involve providing information that supports decision makers and resource managers in the preservation of life, health and safety of the American people, and related information delivery systems for global monitoring and reporting. The resources identified in this procurement support research in fisheries, fish ecology, and aquatic science on a variety of fish populations and communities and directly support the educational training of graduate research students and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements.
