PERFORMANCE-BASED WORK STATEMENT
Public Engagement Kiosk System — Revised
GENERAL INFORMATION
Introduction The United States Geological Survey (USGS) is requesting quotations for an indoor interactive kiosk system, including hardware, software, installation, warranty, and support services.
Background The USGS, in cooperation with Suffolk County, NY, is conducting a water monitoring initiative designed to provide accurate, real-time water-quality data while increasing public awareness and access to this critical information. Suffolk County's sole-source aquifer system provides water for 1.5 million residents, while its coastal and freshwater ecosystems support industries such as tourism, aquaculture, and recreation. Maintaining water quality is essential for public health, economic stability, and environmental resilience. Increasing challenges such as nutrient pollution, emerging contaminants, and saltwater intrusion require science-driven proactive solutions. The Suffolk County Comprehensive Water Resources Management Plan outlines strategies to address these issues, emphasizing long-term monitoring, data transparency, and public engagement. In direct support of these goals, the USGS is establishing five strategically located monitoring stations that continuously measure key water-quality indicators. To increase public awareness, the USGS is installing an interactive kiosk at a high-traffic indoor location. The kiosk will display real-time water-quality information from USGS Water Data for the Nation web tools and educational content.

· Solicitation Attachment 2: FISMA – Kiosk System Scope The USGS requests quotations for an indoor, one-sided interactive kiosk with a touchscreen monitor. The kiosk will be located in a high-traffic indoor area and must be durable, safe, and secure. The kiosk will be installed for a minimum of five years, and displayed content must be remotely updatable. Occasional on-site assistance with troubleshooting may be required. Because the kiosk will interact with USGS Water Data for the Nation web tools, all elements of the kiosk must meet all information technology security requirements of the USGS and the Department of the Interior (DOI), including the requirements of Attachments 1 and 2 to this solicitation.
WORK REQUIREMENTS
Brand Name or Equal In accordance with FAR 52.211-6, Brand Name or Equal, the brand-name product that reflects the Government's minimum needs is the Advanced Kiosks Indoor Monolith Kiosk (manufacturer drawing H32-510), configured to the requirements of this work statement. Quoters may offer the brand-name product or an equal product. A product offered as equal must meet or exceed every salient characteristic listed in this work statement, and the quotation must clearly identify the offered make and model and include manufacturer specifications for the configuration actually offered, sufficient for the Government to evaluate equality without further inquiry.
Salient Characteristics — Minimum Technical Requirements The offered kiosk, as configured and delivered, shall provide:
· Single-display, one-sided, indoor interactive kiosk
· Touchscreen: 43-inch minimum to 55-inch maximum, 10-point projected capacitive touch (PCAP)
· Native resolution: 1920 x 1080 minimum; 16:9 aspect ratio
· Memory: 8 GB DDR4 RAM minimum, as delivered (base configurations providing less than 8 GB must be quoted with the required memory upgrade included)
· Storage: 120 GB solid-state drive (SSD) minimum
· Power: compatible with standard 120 V AC input
· Enclosure: all-steel construction with powder coat finish
· Approximate dimensions: 7 in. depth x 34 in. width x 78 in. height; footprint with base approximately 20 in. x 34 in.
· Integrated stereo speakers
· Thermal control cooling system
· Connectivity: Wi-Fi, Ethernet, and cellular support
· Integrated surge protection
· Physical access panels equipped with tamper-resistant keyed locks or equivalent security mechanisms Operating System
· Windows 11 Enterprise or Windows 11 Professional, serviced under Microsoft's Modern Lifecycle Policy.
· The following do not satisfy this requirement: Windows 11 IoT Enterprise, any LTSC edition, Windows 11 Home, Windows in S mode, and embedded or fixed-lifecycle editions.
Kiosk Software Requirements
· Remote browser-based kiosk and content management
· Kiosk usage statistics and reporting capabilities
· Fully customizable interface with optional template support
· Support for web access control and least-privilege user policies
· Screensaver and energy-saving modes Networking The vendor shall provide a 4G (or better) cellular modem and maintain device security by:
· Applying configurations consistent with recognized information security best practices
· Performing timely firmware updates in accordance with manufacturer recommendations
· Continuously monitoring the device for anomalies, including unusual behavior or unauthorized access USGS will provide an activated SIM card and maintain the service plan for cellular connectivity.
Security The kiosk software shall support all current industry-standard security protocols and encryption methods, including but not limited to TLS 1.3, HTTPS, firewalls, and secure authentication mechanisms, to ensure data integrity and confidentiality. The software is subject to Government security review to ensure compliance with DOI and USGS policies and standards, including Attachment 2 (FISMA – Kiosk System).
The awardee shall be solely responsible for all aspects of kiosk software security, including:
· Applying timely security patches and updates
· Maintaining secure configurations in accordance with industry standards, including NIST SP 800-53, to ensure confidentiality, integrity, and availability of services and data
· Monitoring for vulnerabilities, threats, and suspicious activity, and immediately notifying USGS of any detected unauthorized activity
· Ensuring that any remote access to the kiosk is conducted securely using encrypted channels and multi-factor authentication where feasible
· Maintaining detailed logs of all administrative access and security-related events for audit purposes Warranty The awardee shall provide a warranty meeting all of the following conditions:
· Minimum duration of three (3) years from Government acceptance
· Coverage of all components of the delivered system, including the display, touchscreen, computer, and all other electronic components, as well as the enclosure
· Coverage of both parts and labor
· Optional or separately priced support, maintenance, or service plans do not satisfy this warranty requirement and will not be considered in determining whether the warranty requirement is met Mandatory Quotation Submission Requirements To be determined technically acceptable, each quotation must include all of the following. Quotations that merely restate the requirements of this work statement without the documentation below will be rated technically unacceptable, as the Government will be unable to verify compliance.
· The make, model, and manufacturer of the offered kiosk
· Manufacturer specification sheet(s) or equivalent technical literature describing the configuration actually offered, including memory, storage, display size, operating system edition, and warranty terms as delivered
· Identification of the kiosk and content management software offered, including the software publisher
· A point-by-point response describing how the offered solution meets the Kiosk Software Requirements and Security sections of this work statement
· A description of how the offered solution addresses Attachment 1 (Section 508 Requirements) and Attachment 2 (FISMA – Kiosk System)
· Express warranty terms, including duration, coverage, and any exclusions
· Pricing for one (1) complete kiosk system, inclusive of hardware, software, installation, and warranty, including all software licensing or subscription fees required for the first three (3) years of operation; any out-year licensing costs and any optional items must be separately and clearly identified as options Other Requirements
· Installation and on-site customer service in Suffolk County, New York
· All interactive elements must be approved by USGS and DOI to ensure compliance with IT security requirements and federal accessibility standards
· Awardee shall maintain a Service Level Agreement (SLA) for technical support, outlining performance metrics, response commitments, and escalation protocols
· Upon contract termination, the awardee shall provide USGS with all project-related data and, following confirmation of successful transfer, permanently remove all such data from its systems and databases
