PERFORMANCE-BASED WORK STATEMENT

GENERAL INFORMATION

Introduction The United States Geological Survey (USGS) is requesting bids for an indoor interactive kiosk.

Background The USGS, in cooperation with Suffolk County, NY, is conducting a water monitoring initiative designed to provide accurate, real-time water-quality data while increasing public awareness and access to this critical information. Suffolk County’s sole-source aquifer system provides water for 1.5 million residents, while its coastal and freshwater ecosystems support industries such as tourism, aquaculture, and recreation. Maintaining water quality is essential for public health, economic stability, and environmental resilience. Increasing challenges such as nutrient pollution, emerging contaminants, and saltwater intrusion require science-driven proactive solutions. The Suffolk County Comprehensive Water Resources Management Plan outlines strategies to address these issues, emphasizing long-term monitoring, data transparency, and public engagement. In direct support of these goals, the USGS is establishing five strategically located monitoring stations that continuously measure key water-quality indicators. To increase public awareness, the USGS is installing an interactive kiosk at a high-traffic location. This kiosk will display real-time water-quality information and educational content.

Minimum Technical Requirements

· Stereo speakers

· Thermal control cooling system

· Wi-Fi/Ethernet/Cellular connectivity support

· Windows 11 Enterprise or Professional, in accordance with Microsoft’s Modern Lifecycle Policy

· Remote browser-based kiosk and content management

· Kiosk usage statistics and reporting capabilities

· Fully customizable interface with optional template support

· Support for web access control and least-privilege user policies

· Screensaver and energy-saving modes Networking The vendor shall provide a 4G cellular modem and maintain device security by:

· Applying configurations consistent with recognized information security best practices

· Performing timely firmware updates in accordance with manufacturer recommendations

· Continuously monitoring the device for anomalies, including unusual behavior or unauthorized access USGS will provide an activated SIM card and maintain the service plan for cellular connectivity.

Security The kiosk software shall support all current industry-standard security protocols and encryption methods, including but not limited to TLS 1.3, HTTPS, firewalls, and secure authentication mechanisms, to ensure data integrity and confidentiality.

The software is subject to security review to ensure compliance with DOI and USGS policies and standards.

All physical access panels must be equipped with tamper-resistant keyed locks or equivalent security mechanisms to prevent unauthorized access to internal components.

The awardee shall be solely responsible for all aspects of kiosk software security, including:

· Applying timely security patches and updates

· Maintaining secure configurations in accordance with industry standards, including NIST 800-53, to ensure confidentiality, integrity, and availability of services and data

· Monitoring for vulnerabilities, threats, and suspicious activity, and immediately notifying USGS of any detected unauthorized activity

· Ensuring that any remote access to the kiosk is conducted securely using encrypted channels and multi-factor authentication where feasible

· Maintaining detailed logs of all administrative access and security-related events for audit purposes Other Requirements
