About this file
This is a Questions & Answers document for federal solicitation 140G0126Q0007(0001) concerning Storm Water Retention Pond Rehabilitation at the USGS National Center.
The document clarifies the scope of work for pond rehabilitation. An updated Statement of Work will remove all new planting requirements; however, the contractor remains responsible for restoring any disturbed landscape around the pond to its original condition or better, including repairs to grading, turf, and hardscape damage incurred during construction. The government will provide As-built drawings upon contract award to document the original pond depth. The pond contains no liner, though the existence of a clay barrier is unknown. The contractor is responsible for inspecting and repairing any structural cracks or problems discovered in inlet/outlet facilities and other mechanical or structural components, though none are currently known to exist. Maintenance activities are limited to restoration of the pond to its original design only, including removal of invasive plant material, with no maintenance required after contract conclusion. No follow-up maintenance of mechanical or structural components is expected beyond the initial rehabilitation work.

Questions & Answers
1. Can you clarify what is expected regarding reestablishment of native planting within the work areas? Do you have a total plant count, or specification of materials (perennial, groundcove, shrubs, trees etc. that will be needed to fulfill this requirement?
An update to the SoW will be issued. All requirements related to reestablishment or restoration of plantings will be removed from the scope of work. However, please note that the contractor is still responsible for restoring any disturbed landscape around the pond to its original condition or better. This means repairing any damage caused during construction activities (e.g., grading, turf, or hardscape) so that the site is returned to its pre-construction state or improved, without introducing new planting requirements.
2. Do you have any documentation of the original depth of the pond?
Yes, the As-builts will be provided upon award.
3. Is there any liner or underlayment?
There is no liner, but it is unknown if any clay barrier exists.
4. Are you aware of any structural cracks or problems with the inlet or outlet facilities, or other mechanical and structural components?
Non are known to the government. However, the contractor will be responsible for inspection and repairs if any are found.
5. Is the required maintenance to include removal of invasive plant material and if so, for what period of time?
What is the expected frequency of such maintenance? This is only for the restoration of the pond to its original design; no maintenance will be required after this contract is concluded.
6. Is there any follow-up maintenance of mechanical and structural components expected/required?
No
