About this file
This document is a Questions and Answers (Q&A) file for Request for Quotations (RFQ) 140G0125Q0071, providing critical clarifications for a demolition project of a wooden monitoring station in Springfield, Virginia. Key details include confirmation that contractors only need to submit pricing on SF1442 form, no past performance references are required, and no payment/performance bonds are necessary. The USGS will use the Contractor Performance Assessment System (CPARS) to evaluate past performance.
The Q&A addresses specific site-related questions, including permission to leave concrete footings buried, overhead power line locations, existing permits (held by USGS from Fairfax County Parks Authority), and equipment usage. Notably, Dominion Power has already disconnected electrical power at the site, and contractors will not be required to excavate buried cables. The site allows use of a side-by-side ATV with a small trailer, provided minimal land disturbance. The project is a small business set-aside with a size standard of $19.0 million, and contractors must be registered in SAM.gov to be eligible for award.

Questions and Answers
Request for Quotations 140G0125Q0071
Amendment 0001
1. Can the concrete footings be left and place and buried below the surface?
a. Yes.
Amendment 0002
2. Are there any underground drawings or maps available to show potential crossing(s) with high-voltage power lines and gas line(s)?
a. The USGS does not have any maps so the contractor will need to contact Miss Utility prior to the work. There are power lines running overhead near the site, though they are major lines and very high up. See following image
3. Are there any permits, especially federal, state, or local environmental departments?
a. No. The USGS holds a permit for this contract granted in 2012 by the Fairfax County Parks Authority for access to install, operate, maintain, and remove the structure.
The awardee of this contract can conduct the work under the USGS permit.
4. Should the electrical conduit be removed at its source connection or caped properly and abortion kept in place?
a. Dominion Power has already disconnected the power at this location. There is no live power. As we understand it, Dominion turned off the power and capped it at the electrical box, but we do not have information on how they decommissioned the site. The USGS is reaching out to the County to check if it has any additional information on the decommissioning. This information (if available) will be posted in a future amendment. Regardless of the decommissioning procedure, the contractor will not be required to excavate any buried cables.
5. The evaluation factors include past performance but the RFQ doesn’t appear to include instructions about submitting past performance records, or a technical approach of any sort. Is this solicitation just a matter of submitting a price on the SF1442?
a. Yes, interested vendors only need to submit a price on the SF1442 (Block 17) and acknowledge amendments (Block 19) on the same form. References do not need to be submitted. The Contractor Performance Assessment System (CPARS) and any work previously done for USGS (if applicable) will be used to evaluate past performance.
6. The SOW states heavy machinery is not allowed, would a side-by-side ATV with a small trailer be acceptable?
a. Yes, provided the land is not too disturbed as mentioned in the SOW.
7. Are we required to follow any specific format or structure for writing and submitting our response to this RFQ. Could you please clarify which documents are considered mandatory to be included with our response to ensure a compliant and complete submission?
a. No required format. Contractors are only required to submit a price and acknowledge amendments in Blocks 17 and 19, respectively, of the SF1442.
8. Are payment, performance, or bid bonds required for this project?
a. No.
