SECTION B. CONTINUATION OF STANDARD FORM
B.1. Contract Type
Firm Fixed-Price
B.2. Performance Work Statement
Digital Conversion Project
B.2.1. Introduction and Background:
The National Minerals Information Center has 2,760 rolls of microfilms. The data on these media are proprietary and are permanent Federal records per NARA. These data were collected prior to development of the NMIC electronic databases. They need to be digitized for long-term storage as well as to be incorporated into the current electronic database. This will enable long term trends in mineral production and consumption to be analyzed in support of critical mineral supply chain studies for defense and intelligence agencies.
These media must be converted to the National Archive and Records Administration (NARA) Standards: See
Nara links in section 3.0 Applicable Documents.
B.2.2. Scope of Work:
1. The data on the rolls of microfilm are proprietary information. The company selected must sign a non-disclosure agreement as described: microfilm containing minerals data. They will protect the proprietary data.
2. Non-Disclosure Agreement (NDA): This Nondisclosure Agreement (this “Agreement”) is entered into under the authority contained in the Technology Transfer Act of 1986, 15 U.S. Code Section 3710a, as amended, to determine if there is sufficient mutual interest to pursue a Patent License and/or a technology transfer agreement.
3. This Agreement is effective as of the last signature date and is by and between the U.S. Geological Survey, Nationals Mineral Information Center (NMIC) which is the party disclosing proprietary information
(“Discloser”), and (Company Name) which is the party receiving proprietary information (“Recipient”), to protect the proprietary information that is disclosed to Recipient by Discloser.
B.2.3. Applicable Documents
Success Criteria for Digitizing Permanant Records (archives.gov) eCFR :: 36 CFR Part 1236 Subpart E -- Digitizing Permanent Federal Records
Input Batch Specification and Index File Guide

B.2.4. Technical Requirements:
Our microfilms contain proprietary data. Therefore, it is essential that the vendor has appropriate measures in place to handle this data securely and maintain confidentiality throughout the process. The contractor will need a digitization process that includes quality controls and quality assurance with our verification and approval.
• 16mm Film Digitization 966 rolls x 2500 images
• 35mm Film Digitization- Roll 2,018 rolls x 800 images
• Bitonal, 400 dpi, CCITT T6 Compressed, 120-2000KB per image
• Micrographics/Media Conversion to the digitized images need be converted to TIFF, JPEG/2000, PDF files.
• Split Images – some images were scanned with two pages as one image. Must be able to split the image into separate images.
• Split Images – must be able to combine the now separated images into one PFD file. (ex. The front and back of one document.)
Index Fields:
• Index fields are keyed from the film box https://www.archives.gov/files/records-mgmt/policy/digitization-success-criteria.pdf https://www.ecfr.gov/current/title-36/chapter-XII/subchapter-B/part-1236/subpart-E
140G0124Q0173-0005 Page 5 of 27
• Index fields and field formats as follows:
1. Roll Number [text based] (ex. Roll_P-108)
2. File Name [text based] (ex. DIATOMITE)
3. Roll Title [text based] (ex. 1968 STATISTICS)
4. Survey form period (annual, semi-annual, quarterly, monthly)
File Naming:
• Suggested file naming for the PDF documents is to name by the roll film box index and a second copy sorted into mineral commodity named folders.
o Ex. Roll_P-108 o Ex. Roll_P-108-DIATOMITE-01.PDF
Folder Structure:
• Suggested output folder structure is one folder per film roll and a second copy of the PDFs into mineral commodity name folders
• Identified by commodity, year, period (ex. Diatomite11-1968, Copper1968, CementQ1-1968)
