140G0122Q0020 Amendment 2 Q&A
1) The bid form lists two items for parking lot overlay. (10AA and 10AB) Is one for the east lot and the other for the west lot?
a. Tasks are not divided up by east and west lot. Task 1 incorrectly included the word “install”. Task 1 "Prepare Parking Lot Surface for installation of Parking Lot Asphalt Overlay". Task 2 "The contractor shall provide and install the parking lot asphalt overlay, wheel stops, and striping." Reference revised Schedule of Items and revised SOW.
2) Will recycle content be allowed in the new asphalt mixture?
a. Yes.
3) The overlay depth is listed as both 1.5 inches and 2 inches. Which is correct?
a. 1.5 is the correct answer. The SOW will be updated in Task 2 and Performance Requirements Summary to reflect 1.5.
4) The repair area spec lists only replacement of six inches of baserock. Is the intent to only place 1.5 or 2 inches of asphalt overlay on the baserock?
a. In Task 1, ii. “Yards of failed areas shall be completely removed and new base rock installed and compacted to a depth of not less than 6" (15.2 cm). We will add “4 inches of asphalt shall be added to the top of the 6" of 1" base rock compacted rock.”
5) The repair areas also call for removal and replacement of subgrade failures but there is no spec on the material or the depth of repair.
a. SOW Task 1 Standards states that milled areas are level, smooth, and clean. Failed areas shall be completely removed, and new base rock installed and compacted to a depth of not less that 6". Depth of repair cannot be known until it is dug up. In a previous question, it is added to the SOW to use 1" base rock.
6) Please verify that task 1 is the east lot and task 2 is the west lot.
a. Tasks are not divided up by east and west lot. Task 1 incorrectly included the word “install”. Task 1 "Prepare Parking Lot Surface for installation of Parking Lot Asphalt Overlay". 7) Page #2 calls to remove approximately 300 s/y of base failure and install a minimum of 6" of rock. How deep is the asphalt supposed to be that gets replaced in these areas?
a. 4”
8) Page #2 under task 1 calls for an 1-1/2" asphalt mill and overlay but the next task 2 calls for a 2" mill and overlay. Is there a reason that the lots do not have the same depth of overlay?
a. 1.5” only. SOW is updated in this amendment.
9) Page #3 calls for a "short 5- year warranty" but page #7 calls for a 1-year warranty. Is only task 2 getting a 5 yr. warranty?
a. Page 7 will be updated to reflect a 5-year warranty
10) Page 14 for required tasks calls out seal coating. There are no notes anywhere about sealing. Please clarify.
a. We are not sealing any areas. Section will be removed from Performance Requirements Summary table.
11) In Section II. b. viii. The specs state that the "contractor shall deliver a parking lot surface that is ready to receive a 1.5" asphalt overlay surface". Then later in Section II. c. v. The specs state that the "contractor shall deliver a parking lot surfaced with a new 2" asphalt overlay surface". So we are grinding 1.5" and are we putting back 1/5" or 2"?
a. Answered in previous question.
12) Is this project prevailing wage? If so, federal or state?
a. Yes, Federal. The applicable Davis-Bacon Act wage determination is already included with the solicitation as Attachment Four (4).
13) Is this project tax exempt?
a. No. Though the federal government is itself tax except the Contractor is responsible for paying all applicable federal, state, and local taxes. The fact that this is a federal contract does not confer tax exempt status to the contractor.
14) Will we have access to both areas or will we have to complete one area before moving to the second area?
a. We need one area for parking so we need it split into two days. Added note in SOW II e.
15) I am also still concerned about the replacement of the failed area. Regardless of what depth the overlay is, if we are simply replacing the failed area with 6" base rock and the depth of the overlay in asphalt we will not be able to warranty this area as 1.5" - 2" asphalt is not enough for any type of traffic. The asphalt simply won't hold up and we will not warranty this.
a. Answered in previous question. This should read 6” of 1” base rock.
