STATEMENT OF WORK – AUTOMATED GATE
Alligator River NWR 13518 Milltail Road
Manns Harbor, NC 27953
General Information:
The U.S. Fish and Wildlife Service (USFWS) is seeking qualified contractors to furnish and install an automated, sliding gate at the Maintenance and Operations Center for the Alligator River National Wildlife Refuge (NWR). Installation of Automated Gate is to improve the safety of government employees and the security of government property. The project will require removing and replacing the existing 30-ft wide double swing gate. Traffic through the gate is a combination of passenger vehicles, heavy trucks, and heavy equipment so gate access material will need to be high/low keypads located on either side of the main entrance on Milltail Road to facilitate easy reach for drivers of vehicles and equipment at varying heights.
Statement of work:
• Removal of existing 6-ft tall, galvanized steel chain link double swing gate. Recyclable metal should be placed in the metal bin at the Refuge Operations Center and all other materials properly disposed of.
• Furnish and install a new 6-ft tall aluminum, single track cantilever gate to allow a 30-ft wide opening using galvanized schedule 40 for terminal and gate posts. Include three strands of barbed wire across the top of gate.
• Access via dual height keypads placed approximately 130-ft from the entry gate and another approximately 80-ft from the entry gate with two, 4-in bollards with yellow bollard covers to protect each keypad. See attached maps for approximate locations.
• Exit will be via an in-ground/saw cut exit loop detector.
• Keypads should be locally programmable and allow a minimum of 100 codes.
• Knox entry or other similar entry bypass for police/fire/EMS.
• Gate operator should sense area is clear to close gate after vehicle passes.
• All trenching and wiring needed between access keypads, exit loop detector, and the gate operator will be the responsibility of the contractor.
• Trenching and wiring necessary to provide electricity to the gate operator will be handled by the
Service through separate agreement with an electrician.
Period of Performance: The Period of Performance shall be for ninety (90) days approximately ten (10) days after award of contract. Normal operating hours will be from 7:30 am to 4 pm, Monday through Friday excluding Federal Holidays.
Place of Performance:
USFWS Alligator River National Wildlife Refuge Operations and Maintenance Center, located at 13518 Milltail Road, Manns Harbor, NC 27953 in Dare County.
Type of Contract:
This is a Firm-Fixed Price commercial contract.
Evaluation and Acceptance:
Inspection and acceptance will be conducted by the Technical Point of Contact based on Past Performance with similar Group and/or Agency. The contractor shall provide past performance information on attached Past Performance Document for previous services that have been provided.
Site Visit:
Prior to submitting a quote, quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance.
A site visit is scheduled for Monday January 13, 2025 at 10:00 at the Alligator River National Wildlife Refuge Operations and Maintenance Center, 13518 Milltail Road, Manns Harbor, NC 27953. (Despite what Google maps says, the Operations Center is just a mile south of US-64 on Milltail Road.) contact the Refuge POC at Kelley_VanDruten@fws.gov , 252 473-1132 x 40155 in regards to the site visit.

Quote Submittal - Quoters are required to submit a written/electronic quote via email to Lee Ann Riley lee_riley@fws.gov on or before Friday January 24, 2025 @ 3:00 pm ES.
Price Quote - PLEASE PROVIDE QUOTE ON ATTACHED QUOTE SCHEDULE
Quote Schedule should be accompanied with the following information:
• Brand Name of gate operator with a specification sheet.
• Number of codes available for programming into keypads.
• Description of any warranties for labor or parts.
• A clear description of what, if anything, is not included in the quote price provided.
Submittal of a quote price to include all services for the non-personnel services to Install an automated sliding gate at the maintenance and operations center for Alligator River NWR. Budget to include material/supplies, equipment, manpower, overhead and all necessary components to fulfill this requirement.
Required Submittal Documents:
Quoters responding to this solicitation must submit the following documents:
- SF 1449
- SF30 - : If applicable, provide signed amendments (SF30)
- Quote: Submit a quote proposal to include your SAM Unique Entity Identifier (UEI) Number, Company Name, Address, Point of Contact (POC) Name, Email & Phone Number.
- Quote Schedule: Complete the attached document
- Past Experience & References: Complete the attached document or your own version that addresses each element.
Your quote will be considered non-responsive and will not be considered if all the above required documents are not completed in full and received as part of your submittal package.

The Government will award a delivery/purchase order resulting from this solicitation to the responsible quoter vendor whose offer conforming to the solicitation will be most advantageous to the government in terms.
Payments:
The Contractor MUST be registered in the System for Award Management (SAM.GOV) to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
The Contractor is also required to be registered in the Invoice Processing Payment Platform System (IPP.GOV) to submit electronic invoices. Any questions regarding this billing system should go to the Customer Support for the IPP directly at telephone: 866-973-3131 or by email: ippgroup@bos.frb.org. The contractor must submit all cost and pricing data, receipts, and vouchers as an attachment to the electronic invoice in the IPP.GOV that matches and supports what is being invoiced.
Note: The order is subject to invoicing via www.IPP.gov.
