Alligator River NWR – Automatic Gate 13518 Milltail Road, Manns Harbor, NC 27953
SITE VISIT QUESTIONS AND RESPONSES – JANUARY 13, 2025
1. Does it have to be an in-ground exit loop, or can it be virtual? Contractor explained that a virtual loop uses a sensor that shoots a beam across the driveway to sense approaching traffic. Virtual loop would prevent wear and tear from heavy traffic on the in-ground loop. A little more expensive but with labor to dig up the gravel, a virtual loop would be the same or cheaper.
Response: We will consider it. I’ll talk to the CO about a contract modification or option to bid either way depending on what we decide.
2. SOW calls for schedule 40 gate posts. I think the current gate post [north post] is sufficient to use as a latching post and I would not replace it. It would save money.
Response: If you don’t think the gate posts need to be replaced, you can put that in your bid.
The post on the opposite side [south post] has been hit and we’ve got stakes pounded by it to shore it up. That post would need to be stabilized or replaced. I will discuss impacts to the SOW with the CO.
3. Does it have to be an aluminum gate? Galvanized gate would be cheaper and less expensive to repair should it get hit. Weight should not be an issue for 30-ft. I have put in my longer gates that are galvanized.
Response: During Market Research gave us some idea on costs that suggested that the lighter weight aluminum gate would be better for this width. I’ll discuss it with the CO but may do a modification to allow the option to bid with either a galvanized or aluminum gate.
4. Do you want a safety sensor on the roadside of the gate to be sure that the gate does not close on a vehicle?
Response: SOW states that the gate operator should sense if area is clear to close the gate. If you think that is needed to meet that requirement, then include it in the quote.
5. Is a battery back-up needed?
Response: No. We can get in or out through other gates. Gate should have a manual override.
DISCUSSION POINTS/ CLARIFICATIONS
1. Pointed out the bid option regarding a price per opener for remote/garage door openers for the gate. Service has not decided if we want these or not so please supply a price so we can decide.
2. Clarification: The trenching and wiring from the gate operator to the electric panel will be handled by the Service through a separate contract. If any other additional work must be done to make the gate operational, this must be spelled out in the bid.
3. SOW discusses bollards to protect the keypads but omitted discussion of any bollards to protect the gate operator. Given that employees park near where the gate operator will be, a modification will be done to the SOW to add the installation of two, 4-in bollards with yellow bollard covers to protect the gate operator.
