Performance Work Statement

IRA Funded Water Control Structures Cleaning On Alligator River National Wildlife Refuge 13518 Milltail Road, East Lake, NC 27953

1. GENERAL INFORMATION

1.1. General: This is a non-personal services contract funded through the Inflation Reduction Act of 2022 to clean debris and sediment from designated water control structures (WCS) and build debris catch structures in the canals in front of the WCS’s on Alligator River National Wildlife Refuge (NWR) in Dare County, North Carolina. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the government.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform work services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

Payment will be processed online through the Invoice Processing Platform System (IPP) at http://www.ipp.gov.

1.2. Purpose: As part of the U.S. Fish and Wildlife Service (Service) and the National Wildlife Refuge System, Alligator River NWR was established to protect wetlands and their associated wildlife habitat. The organic, peat soils found on much of the refuge is critical to this mission.

These peat soils however, are vulnerable to decomposition caused by exposure to saltwater that can travel through the many canals and ditches found on the refuge. The WCS’s in the Point Peter and Lake Worth canals are equipped with specialized valves to keep saltwater from following from the Sound into the refuge. We believe that these valves are not functioning properly due to debris and sediment clogging the WCS’s. This contract will restore proper function to these WCS’s and help to prevent clogging of the WCS’s in the future.

1.3. Objective: The contract objectives are to clean out each designated WCS’s and install debris catch structures to limit future debris accumulation and facilitate cleaning of the structres.

Cleaning out the WCS’s will include 1) removing debris and sediment from each WCS (riser, outlet pipe, and valve), 2) ensuring the WCS is in a functioning state (e.g., any valves removed are properly reinstalled, boards can be added and removed from the structure, or no major leaks inside the structure), and 3) removing sediment and debris upstream and downstream of the WCS’s as necessary to a depth level with the structure inverts.

1.4. Place of Performance: The designated WCS’s are located in canals along Point Peter and Lake Worth Roads on the Alligator River NWR in Dare County, North Carolina as delineated on included map, Attachment 2. Both areas are open to the public and seasonal hunting. Road closures, if necessary, must be coordinated several days in advance to allow proper notifications to affected user groups.

1.4.1. Lake Worth Road is dirt and can get very sloppy in wet conditions. The WCS’s are located approximately 0.2 miles west of US-264. The distance from the traffic light in Manns Harbor, NC to the WCS’s on Lake Worth Road is approximately 15 miles.

1.4.2. Point Peter Road is graveled. The WCS’s are located approximately 1 mile east of US-

264. The distance from the traffic light in Manns Harbor, NC to the WCS’s on Lake Worth Road is approximately 10 miles.

1.5. Period of Performance: The period of performance shall be for 1 year from Notice to Proceed or approximately September 1, 2024 to August 31, 2025.

1.6. General Information

1.6.1. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor will be responsible for site preparation if the Service is not given adequate lead time, as requested, for mowing the sites.

4. SCOPE/ SPECIFIC TASKS

4.1. Treatment Areas: The WCS’s are in the canals adjacent to Point Peter and Lake Worth Roads on the Alligator River NWR. See map, Attachment 2.

a) Lake Worth Road: The canal is approximately 40-ft wide. There are four water control structures located side by side.

b) Point Peter Road: The canal is approximately 35-ft wide. There are three water control structures located side by side.

4.2. Basic Services: The basic contract tasks are:

a) to clean each WCS (riser, outlet pipe and duck bill valve) in such a manner that the WCS is not damaged and sediment and debris are removed so that water can flow freely through the structures as designed,

b) to build/install debris catch structures that will reduce the likelihood of debris building up in the WCS’s, and

c) to remove sediment and debris in the canals between the debris catch posts and the WCS’s and for 10-ft downstream of the WCS’s, level with the bottom of the structures.

The debris catch structures will consist of a combination of posts and a permanent boom. See Attachment 3 for a possible arrangement.

a) Posts will be 4-in X 6-in X 20-ft of treated wood, buried 6.5-7 feet deep. Posts should be placed in a ‘V’ formation with the point of the ‘V’ 35-ft in front of the WCS’s, angling back towards them. Posts should be spaced approximately 5-ft apart across the canal.

b) The permanent boom should have an overall height of 24-in with 9-10 inches freeboard and 14-15 foot draft. A specification sheet for a permanent boom in use at Mattamuskeet NWR (Swan Quarter, NC) is included in Attachment 4 as an example.

i. Floats: Coast Guard approved marine-grade closed cell foam floats, International Orange, UV resistant

ii. Belting: same or equivalent to 175 oz PVC treated with UV and Marine inhibitors, galvanized steel weights.

iii. Equipped with stainless steel, universal connectors.

c) The boom should be securely anchored to the land on the either side of the canal at an angle such that debris will be funneled to the roadside for easier removal. Roadside anchor should be 5-ft in front of the WCS’s and the opposite anchor should be in line with the posts.

4.2.2. Contractor shall remove sediment and debris for the entire width of the canal for a distance of 35-ft out to where debris catch posts will be installed to a depth level with the bottom of the structures. Contractor shall remove sediment and debris for the entire width of the canal for a distance of 10-ft downstream of the WCS’s. Contractor will be responsible for disposal of the material at an appropriate location off-refuge or at the refuge’s Stumpy Point spoil site (see Attachment 2).

4.3. Special Considerations: The contractor will coordinate with the COR/GR no less than 48 hours prior to mobilization. Permits must be in place before the contractor can begin work.

4.3.1. Careful management of fluids and solid wastes during construction operations is needed to protect water quality. Contractor should collect and dispose of trash and other wastes. All mechanized equipment operated near surface waters should be inspected and maintained regularly to prevent contamination of surface waters from fuels, lubricants, hydraulic fluids, or other toxic materials. Construction shall be staged in order to minimize the exposure of equipment to surface waters to the maximum extent practicable. Fueling, lubrication and general equipment maintenance shall be performed in a manner to prevent, to the maximum extent practicable, contamination of surface waters by fuels and oils.

4.3.2. The contractor shall immediately report any spills or accidents to the COR/GR, who will handle appropriate State and Federal notifications. This especially true of any spills occurring within 100 feet of surface waters or any spills that cause a sheen on surface waters. The contractor will be required to clean up any spills, regardless of size.

4.4. Safety: Point Peter and Lake Worth Roads are open to the public. If roads need to be closed to ensure public safety or safety of the contractor’s employees, it is the responsibility of the contractor to put up road barricades and inform the COR/GR prior to closing the road. The Service will post informational notices to the public on refuge website and social media and contact any Special Use Permit holders that could be impacted by a road closure.
