About this file
This document appears to be the Performance Requirements Summary for a mussel population survey project in the Niagara River Area of Concern, Erie County, New York. The desired outcome is to provide a written report on the results of a qualitative timed search for native mussels and dreissenid (zebra and quagga) mussels, as well as determine the presence of an anoxic sediment layer. The key tasks include obtaining permits, conducting the qualitative timed search survey, conducting time-intensive qualitative surveys in focus areas if live native mussels are located, and submitting the data and report. Performance standards are provided for the survey area size, search rates, and report content. The surveillance method involves direct observation by the Contract Officer Representative and Great Lakes AOC Technical Review Lead. Potential positive and negative incentives are outlined for meeting or not meeting the performance standards.
The related federal contract opportunity is a solicitation (140FS324Q0088) for a mussel survey biologist in Erie County, NY. This is a small business set-aside opportunity with a NAICS code of 541620 Environmental Consulting Services. The anticipated award date is within 10 days of the solicitation closing on April 15, 2024. The period of performance is from contract award through November 28, 2025, with the work location at Buckhorn Island State Park on Grand Island, New York.

Desired Outcome (What do we want to accomplish as the end result of the contract?)
Task or Deliverable (What task must be accomplished to give us the desired result?)
Performance Standard (What should the standards be for completeness, reiliability, accuracy, timeliness, quality and/or cost?)
Acceptable Quality Level (AQL) (How much error or variation will we accept/allow from the standard?)
Surveillance Method (How will we determine that success has been achieved?)
Positive/Negative Incentive for meeting or not meeting the Performance Standards (What will be the best reward for good performance or retribution for poor performance?)
The Mussel Biologist will provide a written report (following the 2022 NYSDEC Mussel Survey Guidelines, Section 7.3) on the results of a qualitative timed search native mussel and dreissenid survey to be conducted by the Mussel Biologist, using visual and tactile search techniques, in the Survey Area and determine the presence of an anoxic sediment layer within the substrate.
Task 1 – Obtain Permits and Permissions, Task 2 – Conduct Qualitative Timed Search Survey (8 seconds per square meter), Task 3 Task 3 – Conduct Time- Intensive Qualitative Surveys (1 minute per square meter) in Focus Areas if Live Native Mussels Located, Task 4 – Data and Report Submission.
Completion of the surveys and the submission of the written report and data.
Qualitative Timed Search Survey (8 seconds per square meter) within the entire
18.5 acre survey area noted in the SOW, Task 3 Task 3 – Conduct Time-Intensive Qualitative Surveys (1 minute per square meter) in five Focus Areas with a survey size of 900 square meters per Focus Area.
Written report and data adherence to
1) the survey area sizes noted in the SOW and 2) the information and data to report as noted in the 2022 NYSDEC Mussel Survey Guidelines, Section 7.3 Data Reporting for completeness. Any field deviations from the target search rate should be documented and described in the survey report.
Contract Officer Representative (and Great Lakes AOC Technical Review Lead) will use Direst Observation consisting of phone calls/virtual meetings, and review of the written report and data to determine if the SOW Tasks and
2022 NYSDEC
Mussel Survey Guidelines, Section
7.3 have been followed.
Contractor will be advised to correct deficiencies. If those corrections are not done satisfactorily, they will be directed to suspend work.
