About this file
This is a Frequently Asked Questions document (Amendment 001) for a federal contract opportunity involving invasive species removal and vegetation management at Seney National Wildlife Refuge in Michigan.
The contract encompasses 146 acres of work across six tasks: North/South Show Pools (17 acres), Lower Goose Pen (9 acres), Marshland Wildlife Drive (30 acres), Wild Parsnip treatment (10 acres), Undetermined clearing (50 acres), and Undetermined herbicide application (30 acres). Each task corresponds to a Contract Line Item Number (CLIN 00010–00060), though explicit CLIN-task mapping is not detailed in the Statement of Work. Work methods include mechanical clearing, hand clearing, and herbicide application for target species including glossy buckthorn, spotted knapweed, and wild parsnip. Cut vegetation may be chipped or mulched onsite if space and access allow, or removed and disposed of off-site in accordance with regulations. Cut-stump herbicide must be applied immediately after cutting. Herbicide products, application rates, and treatment windows must be government-approved for each target species and performed by licensed applicators. Treatment maps, access details, and keys will be provided by the government; most units are vehicle-accessible. The performance period begins after October 9, 2026, with a proposal deadline of October 2, 2026, at 5:00 p.m. Eastern Time. Evaluation of past performance will be based on the primary contractor's similar projects; subcontractor experience may be considered for quality assurance. A site visit is scheduled for Tuesday, September 29 at 9:00 a.m. EDT at 1674 Refuge Entrance Road, Seney, MI 49883, coordinated through Sara Siekierski, Seney NWR Refuge Manager (sara_siekierski@fws.gov; 906-630-2015).

Frequently Asked Questions – Amd 001
Pricing lines: Please confirm the acreage and required work method for each CLIN, 00010–
00060. How do these lines correspond to the six SOW tasks totaling 146 acres? Which line includes the 10-acre wild-parsnip treatment, and are any lines optional?
The SOW specifies six tasks totaling 146 acres: North/South Show Pools (17 acres), Lower
Goose Pen (9 acres), Marshland Wildlife Drive (30 acres), Wild Parsnip (10 acres), Undetermined clearing (50 acres), and Undetermined herbicide (30 acres). Each CLIN should correspond to one of these tasks, but the SOW does not explicitly map CLIN numbers to tasks.
The 10-acre wild parsnip treatment is a distinct task. Optional lines are not specified in the SOW;
please refer to the solicitation for CLIN-task mapping and optionality.
Dates: Please confirm whether the October 2, 2026 deadline is 5:00 p.m. EDT or EST. Also, is the performance start date October 1 or October 9, 2026?
The deadline is Eastern Time (the D or S in the middle is irrelevant). Since the deadline is after
October 1st and our contracting system will be down until October 7th, the PoP will begin after
October 9th.
Locations and access: Can you provide treatment maps, target species, vegetation density, and access details for the 50-acre clearing area and 30-acre backpack-treatment area currently listed as undetermined? Is a specific acreage allocation available for hand clearing versus equipment clearing, particularly in the western Show Pools area?
Treatment maps will be provided by the government. Target species and vegetation density are described for each area (e.g., glossy buckthorn, spotted knapweed, wild parsnip). Access details:
most units are accessible by vehicle; undetermined areas will be mapped and keys provided as needed. The SOW does not specify acreage allocation for hand vs. equipment clearing in the western Show Pools; access plans require government approval.
Removal and disposal: May cut vegetation be chipped or mulched onsite, or must it be hauled away? Please confirm any designated disposal locations, maximum tree sizes, and required stump height.
Cut vegetation may be chipped or mulched onsite if space and access allow, or removed. No designated disposal locations are specified; all waste must be disposed of off-site in accordance with regulations. Maximum tree sizes and required stump heights are not specified; cut-stump herbicide must be applied immediately after cutting.
Herbicide treatment: Are there prescribed products, application rates, treatment windows, or restrictions near water? Please confirm the required treatment outcome and whether follow-up applications or retreatment are included.
Herbicide selection must be approved by the government for each target species. Application must comply with label requirements and be performed by licensed applicators. No specific
Frequently Asked Questions – Amd 001 products, rates, or treatment windows are prescribed in the SOW; restrictions near water are not detailed. Required outcome: adequate control of target vegetation.
Past performance: If a qualified subcontractor will perform the fieldwork, may its three similar-project examples satisfy the past-performance requirement? Quotes will be evaluated based on the primary contractor similar projects; not the subcontractor. However, I will conduct research on the subcontractor for quality assurance.
Site visit: Who should we coordinate with to arrange a site visit, and what dates are available?
