About this file

This is a Statement of Work (SOW) for parking lot sealing and restriping services at Rice Lake National Wildlife Refuge Headquarters located at 36289 State Highway 65, McGregor, Minnesota 55760.

The contract (140FS226Q0195) requires the contractor to seal approximately 34,256 square feet of asphalt surface, including the main parking lot and roadway on 363rd Lane (approximately 695' x 24'), and apply approximately 565 linear feet of pavement markings matching the existing layout. Work scope includes surface preparation (debris and vegetation removal, ensuring dry surfaces, crack preparation), crack sealing per manufacturer specifications, asphalt sealing in accordance with manufacturer specifications and MN DOT Standards, and pavement striping conforming to MN DOT Standards. All sealcoat products, crack-seal products, and pavement striping materials must be MN DOT–approved, with application methods following MN DOT application tolerances, including specifications for product composition, certification requirements, surface preparation, temperature and humidity restrictions, application thickness, coverage, curing, performance criteria, and pavement marking visibility, durability, reflectivity, and color standards.

The contractor must provide a minimum of one week advance notice before work begins or alternatively perform work without impeding refuge or headquarters building access. Work completion is requested before the end of October 2026, with a typical timeframe of 3–7 days depending on weather conditions; if weather or scheduling prevents performance within that period, work will be postponed until April 2027. Deliverables include completed sealing and striping work plus a completion report documenting materials used, work dates, and recommended maintenance. The government will provide access to all work areas and an existing striping layout reference. The point of contact is Clint DeMenge, Heavy Equipment Manager – Region 3, at 218-821-5608.
