Statement of Work Summary: Parking Lot Sealing and Restriping

This Statement of Work (SOW) for contract 140FS226Q0195 defines requirements for parking lot sealing and restriping services at Rice Lake National Wildlife Refuge Headquarters in McGregor, Minnesota (36289 State Highway 65). The scope includes sealing approximately 1,600 square feet of asphalt surface, encompassing the parking lot and an estimated 695 linear feet of roadway on 363rd Lane, plus restriping an estimated 565 linear feet of pavement markings to match the existing layout. Surface preparation work requires removal of debris, vegetation, dirt, and loose aggregate; ensuring surfaces are fully dry; and preparing cracks as necessary. Crack sealing, where applicable, must follow manufacturer specifications and industry standards with a smooth, flush finish. All sealcoat application must comply with manufacturer specifications, industry best practices, weather and temperature requirements, and Minnesota Department of Transportation (MN DOT) Standards.

The contractor must provide a minimum one-week advance notice before work commences to allow refuge staff to plan closures, or alternatively perform work without impeding access to the refuge or Headquarters building. All materials—including sealcoat products, crack-seal products, and pavement striping products—must be MN DOT-approved, with application methods conforming to MN DOT Standards regarding product composition, surface preparation, temperature/humidity restrictions, application thickness, coverage, curing performance, and pavement marking visibility and reflectivity standards. Work completion is requested before the end of October 2026, with a typical timeframe of 3–7 days depending on weather conditions; if weather prevents performance during that period, the work will be postponed until April 2027. Deliverables include completed sealing and striping work plus a completion report documenting materials used, work dates, and recommended maintenance. The government point of contact is Clint DeMenge, Heavy Equipment Manager – Region 3, at 218-821-5608.
