About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations for a sole source acquisition under the Simplified Acquisition Threshold (SAT).
Garrison Dam National Fish Hatchery requires a replacement Hellan Strainer and control panel. Market research determined that while other manufacturers produce similar equipment, none meet all government requirements for compatibility, performance, and lifecycle efficiency without substantial modification or risk. Existing systems are currently configured with Hellan strainers, and integration with other manufacturers would require redesign, reconfiguration, or adapters. The physical dimensions and connection configurations must match existing installed units. Due to the existing system configuration requiring bottom-entry and top-exit water flow, only Hellan Strainer Company strainers are compatible without modification. The contractor must be the original equipment manufacturer (OEM), Hellan Strainer Company, or an authorized distributor/reseller with verifiable authorization documentation from the manufacturer, providing OEM-certified parts, technical support, and meeting all performance, quality, and delivery requirements. Existing infrastructure is already designed around Hellan Strainer Company strainers, including pipe connections, flange sizes, layout, control interfaces, and automation integration, making switching manufacturers prohibitively expensive due to redesign, re-engineering, and potential system downtime. Pricing will be evaluated based on comparative and competitive quotes received. The justification was certified by Program/Project Officer Aaron Von Eschen on March 24, 2026, and approved by Contracting Officer Caleb Kindsvater on March 26, 2026.
