UNITED STATES DEPARTMENT OF THE INTERIOR
U.S. FISH AND WILDLIFE SERVICE
CRAB ORCHARD NATIONAL WILDLIFE REFUGE
Statement of Work/Need Five-year Blanket Purchase Agreement for Dumpster Service
Introduction
Crab Orchard National Wildlife Refuge (CONWR) is seeking to establish a five-year blanket purchase agreement (BPA) for supply and servicing of dumpsters in various areas on CONWR.
CONWR comprises approximately 44,000 acres of habitat in Southern Illinois, including hardwood forest, agricultural land, brushland, wetlands, and lakes.
Specifications
The contractor shall provide dumpsters of various sizes, including, but not limited to, two- and four-yard dumpsters, to be located at various areas on Crab Orchard National Wildlife Refuge.
Exact locations, dumpster sizes, and servicing needs are outlined in Attachment A. This BPA will include the provision of dumpsters and regular servicing of said dumpsters. Servicing is defined as the regular (i.e., once or twice weekly, semi-monthly, monthly) emptying of dumpsters. Please note that the needs of the Refuge may change (e.g., number of dumpsters, sizes of dumpsters, servicing timeframes, etc.). Refuge staff will communicate with the contractor to discuss needed changes. The government reserves the right to add locations and/or make changes to these locations and units based on future project needs.
In the event that a dumpster is found to be damaged (i.e., rusted out bottom, unable to close, etc.), the Refuge shall notify the contractor to request a replacement dumpster.
Please note that there is no guaranteed minimum for this BPA. In the event that the needs of the Government change, any and all dumpsters listed on Attachment A may be cancelled/no longer needed. Additional dumpsters/servicing may be required. In that event, Refuge staff will contact the contractor to discuss provision of dumpsters and servicing. Contractor shall bill only for actual dumpsters/servicing provided.
Period of Performance
This proposed contract is for five years, beginning on or around January 1, 2025, and ending on or around December 31, 2030.
Payment
Selected vendor must accept Government Purchase Card for transactions below $2,500.00.
The Government will be obligated only to the extent of authorized purchases actually made under the BPA.
The Federal Government is exempt from applicable taxes as determined by the state.
When a BPA call is made over the micro-purchase threshold of $2,500.00, invoices shall be submitted via the Internet Payment Platform at https://www.ipp.gov on a monthly basis. Copies of invoices must be submitted to the Refuge Administrative Officer for processing. Invoices for BPA calls that are under the micro-purchase threshold will be paid by government purchase card.
