About this file
This is a Request for Quotation (RFQ) for hazard tree removal services at Billy Frank Jr. Nisqually National Wildlife Refuge in Olympia, Washington. The Fish and Wildlife Service (FWS) is seeking quotes for the removal of a large double-trunked black cottonwood tree that poses an immediate safety threat to public infrastructure and visitors. The tree is approximately 174 feet tall (north stem) and 160 feet tall (south stem) with significant decay and structural separation in the co-dominant stems. Quotes must be submitted by May 29, 2026 at 5:00 PM Pacific time to chelsea_devivo@ios.doi.gov, with delivery required by June 15, 2026. The period of performance runs from June 1, 2026 to July 31, 2026. This is a firm fixed-price contract awarded to a responsible offeror, with award criteria including applicable safety certifications, liability insurance, favorable experience, and past performance history—factors considered approximately equal to price.
Contractor responsibilities include conducting a pre-work site visit coordinated with the Refuge Manager, sectioning the tree down to leave two 30–40-foot trunk snags, lowering limbs in a controlled manner to protect nearby facilities (Education Center building, access ramp, parking area), and removing all branches and logs less than 24 inches in diameter from the site. Large trunk sections 24 inches or larger and no more than 8 feet long will be retained by the refuge. The contractor must coordinate with the Refuge Manager at least three weeks in advance to facilitate parking lot and facility closures. The government will secure the location prior to tree work and coordinate facility closures. Acceptance will be based on the Refuge Manager's inspection to ensure no damage occurred to refuge infrastructure, with before and after photographs required. Offerors must be registered in SAM.gov and provide their Unique Entity Identifier (UEI) with their quote. For site visit coordination, offerors should contact Kurt Roblek, Refuge Manager, at kurt_roblek@fws.gov.

STATEMENT OF WORK
Removal of Hazardous Cottonwood Tree
Billy Frank Jr. Nisqually NWR
1.1 Project Description:
Removal of Hazardous Cottonwood Tree Billy Frank Jr. Nisqually National Wildlife Refuge 100 Brown Farm Road NE
Olympia, WA 98516 360-753-9467
1.2 Purpose/End Application:
Large black cottonwood tree is splitting (double-trunk) and poses an immediate threat to public safety and refuge infrastructure. The tree needs to be removed in a controlled manner to protect refuge infrastructure and public safety.
1.3 Contractor Qualifications:
Demonstrated tree removal/reduction experience, proof of insurance.
1.4 Other: Reference from Coastline Tree Consulting – Tree Risk Assessment (May 7, 2026), “The tree is a co-dominant stemmed black cottonwood (Populus trichocarpa) in ‘Very Poor’ condition. The north stem has a diameter of 70-inches at breast height (DBH) and is 174- feet tall. The south stem has a diameter of 64-inches DBH and is 160-feet tall. There is a large crack that has begun to separate in the co-dominant stems. There is significant decay in the stem union. The southern stem has a pronounced lean towards the parking area. The northern stem is more upright and targets less of the parking area.”
2. Place of Performance and Period of Performance
2.1 The subject tree is on the north side of the first public parking lot. Access to the tree is from the parking lot at 100 Brown Farm Road NE, Olympia, WA 98516.
2.2 Period of Performance: June 1, 2026 – July 31, 2026
2.3 Normal duty hours Monday through Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr.’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
Contractor will need to visit the site prior to work to assess the tree condition and to determine the best process without impacting the nearby infrastructure to include the Education Center building, access ramp and public parking area. The site visit shall be coordinated with the
Refuge Manager to go over project logistics. Additionally, the contractor shall coordinate with Refuge Manager at least three weeks prior so the parking lot and Education Center can be closed in advance as well as providing information to potential visitors ahead of time.
The tree should be sectioned down, leaving (2) 30-40-foot-tall trunk snags. Limbs shall be lowered in a controlled matter to avoid impacts to infrastructure and reduce impacts to habitat nearby. Limited access paths through existing habitat may be pruned to haul out debris. All branches and logs less than 24 inch diameter shall be removed from the site, while large trunk sections with a diameter of 24 inches or larger and no more than 8 feet long, will be set aside and retained by the refuge for future use (coordinate with Refuge Manager). 52.223-2 REPORTING OF BIOBASED PRODUCTS UNDER SERVICE AND CONSTRUCTION
CONTRACTS (MAY 2024) (DEVIATION FEB 2025)
(a) Definitions. As used in this clause—
Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. (7 U.S.C. 8101) (CFR 4270.2).
USDA-designated product category means a generic grouping of products that are or can be made with biobased materials—
(1) That are listed by USDA in a procurement guideline (7 CFR part 3201, subpart B) available at https://www.biopreferred.gov/resources/categories.html; and
(2) For which USDA has provided purchasing recommendations (available at https://www.biopreferred.gov or 7 CFR part 4270).
(b) The Contractor shall report to https://www.sam.gov, with a copy to the Contracting Officer, on the product types and dollar value of any biobased products in USDA-designated product categories purchased by the Contractor during the previous Government fiscal year, between October 1 and September 30; and
(c) Submit this report no later than—
(1) October 31 of each year during contract performance; and
(2) At the end of contract performance.
(End of clause)
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
