About this file

This is a Single Source Justification (FWS Form 34034) submitted by the U.S. Fish and Wildlife Service for an emergency acquisition under the Simplified Acquisition Threshold (SAT).

The U.S. Fish and Wildlife Service's Lahontan National Fish Hatchery (LNFH) requires emergency repair and replacement of a failed submersible pump and motor on Well 6, one of four critical water sources supplying the facility. The hatchery houses up to 500,000 fish and requires continuous access to clean, disease-free water for broodstock and production fish survival. Market research identified two qualified sources capable of emergency response: West Coast Pump and Well Works and Carson Pump. Carson Pump was determined ineligible as it is not registered in SAM.gov and could not legally or timely perform federal contract work. West Coast Pump and Well Works is currently registered and active in SAM.gov, demonstrated immediate availability to respond, and possesses certified capability to remove, service, and reinstall deep-well submersible pumps with demonstrated knowledge of the existing well configuration. The total base cost of $31,850 for removing and inspecting the failed Well 6 pump (approximately 415 feet deep) is consistent with market research showing residential deep-well pump removal ranges from $1,000 to $3,000 for wells 100 to 400 feet deep; commercial wells require heavier tooling, specialized labor, mobilization, and crane services. West Coast Pump and Well Works has extensive experience servicing LNFH wells, including prior work on Well 6, enabling efficient and effective response. The Contracting Officer approved this sole source acquisition under FAR Part 13 based on the emergency nature of the requirement, SAM.gov eligibility constraints, and the immediate threat of fish mortality.

Price is determined fair and reasonable based on comparison to prices found reasonable on previous purchases 140FS124P0015 for similar well pump repair work. Additionally, Market research reflects that residential deep well pump removal commonly ranges from 1,000 to 3,000 for wells 100 to 400 feet deep, and because commercial wells require heavier tooling, specialized labor, mobilization, and crane services, the total base cost of 31,850 for r m vin nd ins ctin th f il d W ll 6 m t r xim t l 415 f t is c nsist nt ith x ct d

6. Their familiarity with the well’s construction, depth, pump configuration, and service history enabled them to respond efficiently and effectively. They have previously demonstrated qualified performance, timely emergency response, and the technical capability required for deep well pump extraction and repair.
