NOTICE OF AMENDMENT TO PROPOSED PROJECT, PROPOSAL FORM

AMENDMENT 0002

Date: 9/4/2024

PROJECT TITLE: Puerto Rico Restrooms Rehab

QUESTIONS: See attached question and answers.

No other information has changed. Contractors are reminded to acknowledge ALL amendments when submitting their proposals, or their proposal will not be considered.

Tina Baker Contracting Officer

Q1. Construction Services (question from Statement of Work): Could you please provide more details on the specific permits/licenses that a subcontractor must have to complete the work? Additionally, if a contractor intends to subcontract the work and act primarily as a manager, will a similar license be required for this role?

A1: Contractors and subcontractors must possess their Contractor license and any other license required by the State where the work will be performed. It is Contractors responsibility to verify all subcontractors that will be performing work to also have their Contractor License up to date.

Q2. Independent Construction Materials Testing Laboratory (question from Statement of Work): What accreditations must the independent laboratory possess? Furthermore, what types of tests will they be required to perform, and at what frequency?

A2: There are different types of laboratories each has their different Federal and State accreditations and permits to comply to. It is Contractors Responsibility to make sure the laboratory complies before performing any testing. At this moment, the SOW does not call for any testing, although Concrete and Rebar for structures might require material testing for Quality Control.

Q3. (Question from Statement of Work): Does the contract require a weekly follow-up of every step? If so, could you provide more details on the expectations for this follow-up?

A3: Daily Reports are expected containing the information found in the Statement of Work under

CONSTRUCTION SERVICES, A. GENERAL, #12:

During normal working hours throughout the duration of the contract, promptly furnish information and provide reasonable facilities and access for obtaining information respecting: the character of the materials, condition of the work-in-progress, number of workers employed, their pay rate, time worked, inspection reports and test results from sampling and testing laboratories, and similar information.

Although if this information is the same for a subsequent number of days, you might be able to submit 1 report, any change would require an independent report.

A weekly meeting will be performed to stay up to date on projects whereabouts.

Q4. Permits (question from Statement of Work): Can you specify which permits will be required for this contract?

A4. Contractor is responsible of contacting and verifying what permits are required by the Federal Government and State Government for work to be performed.

Q5. Communication Section: Regarding the RFI form mentioned, could you elaborate on where to find it and provide guidance on how to fill it out properly?

A5. The information can be found in the solicitation documents and is self-explanatory.

Q6. Could you provide information on the budget for a similar contract that has already been executed? This would help in understanding the financial scope and planning accordingly.

A6. I do not have information on any similar contracts that have been awarded. An amendment was posted stating what the magnitude of construction was for this project.

Q7. Are you planning to have a site visit for this project.

A7. Yes, please read the solicitation documents.

Q8. Do you have a design plan for the concrete bathroom and can we use the bottom part of the existing bath .

A8. Please see the statement of work within the solicitation documents; we are not providing a design plan and want the existing restrooms demolished and removed.
