About this file
This document is a Questions and Answers (Q&A) addendum to the Statement of Work for Federal contract 140FGA26R0028, a U.S. Fish and Wildlife Service project for entrance road and parking rehabilitation at Culebra National Wildlife Refuge.
The Q&A addresses three key clarifications regarding project scope and execution. First, regarding engineered fill material (Mogolla) quantities, the contractor must work within specified maximum limits: RT#300 (approximately 500 feet long by 12 feet wide with 18-inch average depth plus 20% compaction allowance), RT#010ZZ (approximately 950 feet long by 15 feet wide with 18-inch average depth plus 20% compaction allowance), and RT#901 parking area (approximately 380 square yards with 21-inch average depth plus 20% compaction allowance). Second, the contractor must provide a plan drawing for RT#901 Ensenada Honda Parking showing parking limits, wheel stops, and a concrete containment barrier with drains and geotextiles as part of their base work with no separate allowance provided, with the parking footprint deducible from natural and existing boundaries. Third, soil compaction testing is required to verify the specified compaction levels (100% for entrance roads, 95% for parking area), with flexibility for the contractor to determine whether to maintain continuous on-site soil engineer/technician presence or conduct testing at specific project milestones.

Entrance Road and Parking Rehab |
1. In the SOW it is indicated per area that the “Amount of material shall not exceed X amount of loose material cubic yards” regarding engineered fill material, but there is no exact amount of material to be placed per road and/or parking area, only a limit not to be exceeded. What are the dimensions (length x width x depth) of the roads and parking area where fill will be scarified, placed and compacted?
Answer: RT#300 is approximately 500 feet long by 12 feet wide, depth was considered as 18 inches on average with a 20% addition due to compacting.
RT#010ZZ is approximately 950 feet long by 15 feet wide, depth was considered as 18 inches on average with a 20% addition due to compacting. RT#901 is a parking area with an approximate surface area of 380 square yards and considered an average depth of 21 inches with a 20% addition due to compacting. All three depths are based on a maximum depth, meaning the amount of material posted in SOW for each asset will not be surpassed.
2. Regarding RT#901 Ensenada Honda Parking Rehabilitation Tasks – SOW indicates that contractor must provide a plan drawing showing parking limits, wheel stops and build a concrete containment barrier to mitigate parking material run-off including drains, geotextiles and additional granular material (Note 4 & 5). Will an allowance be provided for the aforementioned design?
No Allowance or OPTION task will be provided, contractor shall consider this simple plan drawing as part of their work since there is no specified footprint marked but can be deducted by natural limits like trees, bushes, mangrove, the bay and non natural limits like road and boardwalk.
3. In the SOW it is indicated that fill material (Mogolla) compaction will be done at a 100% for the entrance roads and at a 95% for the parking area. Will a soil engineer/technician be required to be present full time to ensure compaction is performed per scope or can a final soil compaction test be done once fill is placed and compacted per area?
Soil compaction tests are required to prove the required compaction level was reached. It is up to the contractor if they will want to have the engineer/technician at all times or if they want to have them only at specific milestones of the project.
