About this file
This is a Statement of Work (SOW) for construction services to rehabilitate three road and parking areas at Culebra National Wildlife Refuge in Puerto Rico that sustained damage from Hurricane Fiona in September 2022. The work is organized into three Contract Line Items (CLINs): CLIN 10 for RT#300 Admin Quarters Road, CLIN 20 for RT#010ZZ HQ Entrance Road, and CLIN 30 for RT#901 Ensenada Honda Parking Lot.
The project scope includes material transportation via barge to the island, site preparation, road/parking surface rehabilitation, and erosion control measures. For CLIN 10, the contractor must transport and install up to 400 loose cubic yards of Crusher Run or Structural Fill (maximum 5% limestone), scarify and compact a 500-foot by 12-foot road to 100% compaction, install approximately 180 square yards of geocells, construct gutters for storm water control, and implement vegetative barriers using Vetiver grass. CLIN 20 involves similar work for a 950-foot by 15-foot road with up to 950 cubic yards of material, including reinforced concrete gutters and approximately 351 square yards of geocells. CLIN 30 requires rehabilitation of a 380 square yard parking lot with up to 270 cubic yards of material, including concrete containment barriers, drainage systems, geotextile protection, wheel stops, and 95% compaction. All material pricing shall be on a unit price basis per cubic yard, with the contractor responsible for delivery documentation, excess material disposal, and coordination with the Refuge regarding stockpile locations. Technical bid requirements include expected daily truck deliveries, a comprehensive delivery and construction schedule, and a fully inclusive bid covering transit, barging, and on-site hauling to the specified stockpile location (18.307824, -65.282413). The contractor must submit product data for all materials, construction procedures, a Control of Erosion and Sedimentation Plan, and adhere to OSHA safety standards, environmental regulations, and FWS policies. Payment will be made monthly based on approved work performed using an AIA G702/703 Schedule of Values format, submitted at least seven calendar days before construction begins. The period of performance is referenced in the associated contract solicitation.

STATEMENT OF WORK
FOR
CONSTRUCTION SERVICES PROJECT
ON
RT#300 ADMIN QUARTERS RD, RT#010ZZ HQ ENTRANCE RD AND RT#901 ENSENADA
HONDA PKG REHABILITATION PROJECTS
AT
CULEBRA NATIONAL WILDLIFE REFUGE
April 22, 2026
BACKGROUND:
The Culebra National Wildlife Refuge (NWR) RT#300 Admin Quarters Rd, RT#010ZZ HQ Entrance Rd and RT#901 Ensenada Honda Pkg require rehabilitation after sustaining surface damage from Hurricane Fiona in September 2022. Work will include material transportation to Culebra National Wildlife Refuge. Material will be stockpiled; the location has a limited capacity. Work will include the scarification, grading, shaping, slope and compacting of approximately 500 feet by 12 feet road, 950 feet by 15 feet road and a 380 square yards parking lot. These rehabilitations will include methods that reduce erosion and scouring, including but not limited to concrete gutters, riprap, planting, geocells, water crossing concrete pad where determined. In areas where scouring is visible perform regrading of the surrounding topography for water to cross on preexisting gutter or obvious low points on these roads. The purpose is to create more resilient roads that can better withstand storm related water damage. This Statement of Work (SOW) defines all the required tasks to repair the damages.
The material and performance specifications for the Construction Services tasks are incorporated in the project description below. Consult any changes or recommendations with the Contracting Office Representative (COR).
Any dimensions provided below are approximate in nature. The Contractor shall verify all dimensions and note such dimensions on the submitted proposal. Product data submittals shall be required for all construction materials and products proposed herein. Submittals will also be required for construction procedures for roads and parking.
