STATEMENT OF WORK

Sacramento National Wildlife Refuge

Design-Build Services for the North Flume Replacement March 2026

1. GENERAL

1.1. The US Fish and Wildlife Service (USFWS) requests design-build services to prepare construction documents, provide permitting, and construction for the replacement of the North Flume at the Sacramento National Wildlife Refuge (NWR) in Willows, California.

Performance Period: The overall period of performance is 24 months. 35% Design and permitting phase (Task 1-3) shall be completed and approved within twelve (12) months from NTP. Construction/build phase shall be completed within twelve (12) months from completion and acceptance of Task 1-3. All excavation activities must occur between May 1 and October 31. Project constraints are not expected, but unforeseen delays may be considered for performance period adjustment if not caused by contractor; these potential requests must be submitted with proof to Contracting Officer.

1.2. Construction projects occurring on lands within the Sacramento National Wildlife Refuge Complex are to be evaluated for inclusion under the programmatic consultation.

To the maximum extent practicable, the North Flume project will be authorized under the Sacramento National Wildlife Refuge Complex Biological Opinion and will be designed and implemented in such a way as to avoid adverse effects on giant garter snake (GGS) and on their habitat. The site is within the current known range of federally and state listed threatened GGS and the Refuge biologist believes that GGS may occur on the site.

The appropriate avoidance measures listed below will be taken:

1. In construction areas a USFWS biologist will conduct a preconstruction survey for

GGS in suitable potential habitat within two (2) days prior to initiating or restarting construction after a lapse of more than two (2) weeks. The USFWS biologist will mark habitat locations as Environmentally Sensitive Areas to be avoided by all construction personnel. The Contractor will coordinate with the COR at least five (5) business days prior to initiating or restarting construction to schedule the USFWS biologist preconstruction survey.

2. All excavation activities within GGS habitat will generally be conducted between May 1 and October 31. Direct mortality can be decreased during this time as they exhibit an active ability to respond to environmental conditions; and thus, are expected to migrate away from the project activities. Construction (especially excavation) poses more danger to GGS during their inactive period due to their habit of occupying underground burrows or crevices.

3. Areas that require dewatering and can be dewatered will remain dry for a minimum of two (2) weeks prior to construction. Any dewatered habitat will remain dry for at least 15 consecutive days prior to excavating or filling of the dewatered habitat.

4. If a GGS is found within the project area while heavy equipment is in use, the

U.S. Fish and Wildlife Service Sacramento National Wildlife Refuge Page 2 of 7

USFWS biologist (or the biologist’s designee) will suspend construction work until the GGS has left the area. GGS should be allowed to escape on their own, and preferably without handling.

5. Construction vehicles will observe a speed limit of no greater than 15 miles per hour on the project site.

6. Fueling and maintenance of vehicles and equipment will occur only in designated areas and with proper spill response supplies.

7. If the Contractor encounters snakes of any type, all personnel must stop work in the area and contact the COR and refuge biologist to ensure proper protocol is being followed.

2. SCOPE

2.1. General: The North Flume is located in the North Canal, which runs along the northern boundary of the Sacramento NWR. The North Flume is currently unable to perform as intended due to structural deficiencies including large cracks in concrete structures and potential undermining leading to bypass flow. Exhibit 1 – 1954 Proposed Flume Across North Fork Logan Creek is provide additional information on the existing North Flume.

Exhibit is provided for reference purposes only. The Contractor must field verify all information.

The Contractor will complete a site investigation, prepare design plans and specifications, provide environmental permitting, and construction services for the replacement of the North Flume, adjacent abutments, spillway connection to Logan Creek, and surrounding earthwork. The Contractor’s responsibility includes but is not limited to the following design and construction requirements:

• Design and install a replacement flume with a conveyance capacity that meets or exceeds that of the existing flume. The replacement flume must be fire-resistant corrugated metal pipe (CMP) coated to withstand corrosive environments as approved by Contracting Officer’s Representative (COR). Alternative materials may be considered by the COR in coordination with the Project Leader and Refuge Manager.

• Design and install two OSHA compliant, slip-resistant, and corrosion-resistant, walkway surfaces and associated removable handrails. These walkway surfaces must allow for Refuge staff to traverse over the spillway connection to Logan Creek and upstream of the North Flume CMP for future maintenance purposes.

• Design and install stoplog slots and provide replacement wood stoplogs to meet or exceed the functionality of the existing flume.

• Demolition, removal, recycling, and/or disposal of the existing flume infrastructure.

• Install erosion and sediment control measures, vegetation, and stabilization of all disturbed or impacted areas.

• Structure shall be designed to provide a minimal service life of 50 years, resist forces from variable flows, prevent deterioration and decrease maintenance.
