About this file

This is a Questions and Answers document for federal contract opportunity 140FGA26Q0072, an asbestos abatement project managed by the U.S. Fish and Wildlife Service (USFWS) at the Wichita Mountains Wildlife Refuge in Cache, Oklahoma.

The contract requires removal and disposal of asbestos-containing materials (ACM) including approximately 7,600 square feet of overlapping vinyl flooring with adhesive in the headquarters building, approximately 1,200 square feet of basement tile and asbestos-containing mastic, pumphouse exterior siding, and laundry-chute panels. Qualifications and experience requirements may be satisfied through a licensed asbestos abatement subcontractor without requiring separate prime contractor asbestos licensing or self-performance by the prime. A final site visit is scheduled for Tuesday, September 22 at 10 a.m. CST at the Wichita Mountains Visitor Center; contact Rick Layton at richard_layton@fws.gov or 580-583-6336 to register. The quotation deadline is 5 p.m. Eastern Daylight Time. Final acceptance will be based on visual inspection only, not independent air monitoring or clearance testing; the contractor must submit the manifest from the asbestos disposal facility and obtain USFWS Contracting Officer Representative (COR) approval of the vendor invoice. The Government will coordinate with the contractor on schedule to accommodate the required 10-working-day asbestos notification period prior to issuing the notice to proceed. Materials should be removed at the least cost to the government while adhering to applicable Federal, State, and Local regulations. Double-bagging in impermeable bags without drums is acceptable if it complies with applicable regulations and results in least cost. Any required bonds must be submitted within 14 calendar days after award.

Questions (Q) / Answers (A)

Q1a. Qualifications and experience: May [vendor] satisfy Section L’s asbestos qualifications and two recent similar-project requirements through a named, licensed abatement subcontractor, with [vendor] providing prime contract management? Is a separate asbestos contractor license required for the prime under this arrangement?

Q1b. Please confirm whether Section L.2.1.2 permits the proposed performing subcontractor's qualifications and recent projects to satisfy the technical and relevant-experience submission, and identify any prime self-performance requirement applicable to this structure.

A1a/b. Qualifications and previous project submittals by a licensed Subcontractor will satisfy qualifications without separate prime contractor asbestos licensing or self – performance requirement.

Q2. Site access: Can our prospective subcontractor inspect the buildings before the September 21 deadline? Please also provide the September 9 site-visit attendance sheet, if available.

A2. There will be one more scheduled site visit. Other days and times will not be accommodated prior to the quote deadline. Attendance sheets will not be provided.

Meet on Tuesday, September 22 at 10 am CST at the Wichita Mountains Visitor Center, 21088 State Hwy 115, Cache,OK 73527.

Contact Rick Layton to register:

Richard (Rick) Layton, richard_layton@fws.gov, Mobile: 580-583-6336

Q3. Headquarters quantities: Are the two approximately 3,800-SF vinyl entries overlapping layers within the same floor area, with both layers requiring removal?

Please confirm whether the approximately 1,200-SF basement tile and asbestos-containing mastic are also included.

A3. The information we have available indicates that the multicolor sheet vinyl with yellow adhesive overlays the yellow sheet vinyl and adhesive. Both layers will need to be removed. The basement tile and mastic asbestos containing mastic are included in this work.

Q4. Monitoring and clearance: Must the contractor provide independent third-party air monitoring and final clearance testing? What specific testing and documentation will establish final acceptance?

A4. The contractor will not provide independent air monitoring or final clearance testing. Submittal of the manifest from the asbestos disposal accepting mailto:richard_layton@fws.gov agency/company and USFWS COR approval of the vendor invoice establishes final acceptance.

Q5. Schedule: Will the notice to proceed be coordinated to accommodate the required 10-working-day asbestos notification period? Please also confirm the time zone for the 5 p.m. quotation deadline.

A5. The Government will work with the Contractor on the schedule and prior to issuing the notice to proceed. The quotation deadline time zone is Eastern Daylight Time.

Q6. SOW pages 8-9 list the pumphouse exterior siding (M-01) and the QTRS#012 laundry-chute panels (M-01) as “CAT II/RACM,” but SOW section 1.1.A limits the contract to RACM. For CLINs 00010, 00020 and 00030, should these two materials be removed and disposed of as RACM, or as intact non-friable Category II material?

A6. These materials should be removed at the least cost to the government while adhering to applicable Federal, State, and Local regulations.

Q7. Is the Headquarters basement floor-tile mastic (FT-02, SOW pages 8-9) inside the scope of this contract, or is it excluded?

A7. It is included in the scope.

Q8. SOW section 1.3 requires air monitoring, and sections 3.5.B and 3.7 accept the work on "visual examination or tests," but no method or limit is stated. Is final acceptance a visual inspection only, or a clearance air test? If it is a test, which method (PCM or TEM), what is the pass/fail limit, and does the Government or the contractor collect and pay for the samples?

A8. Acceptance will be based on visual inspection.

Q9. We did want to ask about a detail per Sections 3.2B and 3.4, where impermeable bags and drums are mentioned.

In many previous asbestos abatement jobs we have done, it has been legal to double wrap/double bag in impermeable bags, and then the double bagged packages are hauled away to an appropriate landfill, in a single roll-off container. The double wrapped bags are individually labeled, and the roll of container (“box”) is additionally labeled with Class 9 Placards.

Is this method of packaging (without drums) and transport deemed acceptable by the DOI, for this project?

A9. It is acceptable if this method adheres to applicable Federal, State, and Local regulations and results in the least cost to the government.

Q10. We also read FAR 52.228-13 as requiring payment protection for 100% of the prime contract price within 14 days. Please confirm that this means 14 calendar days after award.

A10. Yes, any required bonds would be due 14 calendar days after award.
