About this file
This is a Questions and Answers document (Amendment 1) for federal contract 140FGA26Q0006, issued by the U.S. Fish and Wildlife Service (USFWS) for the Jones Hole National Fish Hatchery (NFH) Emergency Backup Generator project in Utah. The document clarifies project scope and specifications through 24 questions and answers addressing contractor inquiries about generator installation, electrical work, and site conditions.
Key project details include: installation of a 500 kW Kohler Diesel Generator (Model 500REOZJC), which is already on-site approximately 100 feet from the final location and weighs approximately 14,000 pounds, requiring crane mobilization for placement on an existing concrete pad. The contractor must remove and replace an 8-foot by 6-foot by 1-foot section of the north end of the concrete pad to route communications wires and conduit to the transformer, then pour new concrete connected via doweling to the existing slab. Electrical work includes installing circuit protection (either by reducing the generator's amperage via an 800-amp disconnect with 600-amp fuses or a 500-amp reducing breaker) to prevent overloading the existing transformer, capping and abandoning fuel supply lines below pad surface level, reinstalling an existing phone line to a GUARD-IT outage notification device, and managing existing temporary cables from a rented portable generator. Load testing will be coordinated with Moon Lake Power Company, startup and commissioning costs are the contractor's responsibility, and a certified Kohler installer must be on-site to maintain warranty. The existing 110/220-volt pedestal and overhead power distribution with main transformer located north of the generator site will remain in place.

AMENDMENT 1 UT – Jones Hole NFH Emergency Backup Generator
140FGA26Q0006
Questions (Q) and Answers (A)
Q1: In the scope of work it talks about Load testing the generator. Is the Generator supplier performing this and is it included in their price to the government for the generator?
A1: No, Generator supplier is not performing load test. This will be coordinated with Moon Lake Power Company, who will shut off the power to facility for load testing. Jones Hole staff can assist with coordination.
Q2: Is the generator going to be delivered to the site at a time arranged by the contractor so the contractor only has to get a crane one time for the final setting in place?
A2: The generator is already on-site.
Q3: In the photos there is a big concrete pad, in the Scope section is states to modify the concrete pad and remove and replace approx. an 8’x6’x1’ section. Which end of the pad in the photo is this replacement?
A3: The north end of the pad is where this work will be performed to route communications wires from AST and conduit to the transformer.
Q4: Is the generator sitting on the pad in the photo nearer the pedestal or further away? Is sketch drawing would be helpful to understand the governments intent.
A4: The generator will be sitting on the pad next to the pedestal.
Q5: In the fifth bullet point in the Scope portion of the document under Electrical Installation is states “ Turn down the new 500 kW Kohler Diesel Generator, Model 500REOZJC to accommodate existing transfer switch or install an 800 Amp Disconnect next to the Transformer with 600 Amp fuses and connect the Transformer to that Disconnect. “ Please give more clarification as to what you mean by “turning down”.
A5: The new generator is capable of producing more amperage than the transformer is designed for, so there will need to be circuit protection installed to prevent overloading.
Q6: In the fifth bullet point in the Scope portion of the document under Electrical Installation is states “ Turn down the new 500 kW Kohler Diesel Generator, Model 500REOZJC to accommodate existing transfer switch or install an 800 Amp Disconnect next to the Transformer with 600 Amp fuses and connect the Transformer to that Disconnect. “ the wording “or” in regards to the Transfer switch or the Disconnect leaves too much room for ambiguity, please give better direction as to what is preferred.
A6: The new generator is capable of producing more amperage than the transformer is designed for, so there will need to be circuit protection installed to prevent overloading. This should be done to code per National Electrical Code.
Q7: In the photos it shows cable coming out of the side of the existing transformer . Where do these cable go? I assume to the existing ATS.
A7: These are temporarily connected to a rented portable generator, and will be removed and sealed when the new generator is installed.
Q8: In the photos it shows cable coming out of the side of the existing transformer. Is it the government intent to have the contractor reuse these cables?
A8: No
Q9: What is the valve that is in the concrete pad for? Will it need to be relocated or used in any way?
A9: This is fuel supply and return line for the old generator. The new generator has its own tank and will be manually filled. These lines will need to be capped, set below pad surface level. Existing fuel lines will be abandoned in place for possible use in the future.
Q10: Can you provide the submittals for the generator on order by the government?
A10: 500 kW Kohler Diesel Generator, Model 500REOZJC, is already on-site.
Q11: In the first bullet point in the Scope portion of the document under Electrical Installation is states…” reinstall existing phone line from an already installed pedestal mounted electrical box” Where does this phone line need to go? Is it underground, how far away? Is it the contractors responsibility to do anything beyond providing a new phone line?
A11: The phone line is already in place at the pedestal. It will go to a GUARD-IT device that the facility already has on-site. This device notifies staff when there is a power outage/when the generator starts. This will be mounted inside the generator enclosure.
Q12: A clear oneline diagram of how things all connect would clear up a lot of confusion if this is possible to provide.
A12: USFWS is unable to generate a oneline diagram. The existing generator has adequate sizing and mentioned in another answer, the amps need to be reduced to connect to the existing system.
Q13: It says both the new generator and new ATS are on site. For the generator, how close is it to the final location? I will need to know to decide what it will take to get from where it is to the final location.
A13: New, generator is approximately 100’ from existing ATS. It will require a crane to move; the generator weighs approximately 14,000 pounds.
Q14: Am I correct in understanding that the intent will be to completely remove the existing concrete pad, conduits, and wire? Then install all new underground conduits, pour a new concrete pad, and pull new wires?
A14: No, the intent is to remove a 6’ x 8’ x 1’ section, on the north end of the existing pad, where the new conduit will be placed. Then, pour a new section of concrete to replace what was removed.
Q15: Does the electrical contractor need to cover the costs for the items under “Testing, Start-up, Commissioning”? These costs are usually included with the purchase of the generator.
A15: Yes, this was not included with purchase of generator.
Q16: Where is the facility's main distribution equipment located? Is there an existing conduit we can use? Is it sized according to these project requirements?
A16: The station has overhead power with a main transformer located just north of the generator site.
The conduit can be reused. The wire sizing is meant for the lower amps.
Q17: The pictures provided show an existing 110/220v pedestal. Will this remain, or will it also need to be replaced and or upgraded?
A17: This will remain in place.
Q18: The pictures show a white pipe with some water valves on top. Will that need to be removed or moved for this new generator?
A18: This is fuel supply and return line for the old generator. The new generator has its own tank and will be manually filled. These lines will need to be capped, set below pad surface level. Existing fuel lines will be abandoned in place for possible use in the future.
There is another white pipe in the picture, that is just an empty conduit and is on the end of the pad that will be removed and replaced.
Q19: The existing slab is in 3 parts. Unless there is existing engineering on each slab I do not think that this will be approved by an inspector. I can bid to use as was indicated so that our bid matches other bids, but you should expect to have to replace. Who is doing the inspection? Should I bid to replace?
A19: The existing concrete has rebar and it thick enough for the new generator. No concrete pad replacement is needed, just an extension to fit the new generator. The new portion of pad shall be connected via doweling.
Q20: Will a reducing breaker 500 amp 3 pole at the generator after the existing generator breaker to protect downstream conductors and transformer be acceptable? This would make re-use of the existing conductors possible instead of replacement. Regardless the conduit still needs to be moved.
A20: That would be acceptable, as long as it meets National Electric Code.
Q21: There are no data plates still visible on customer owned transformer. Do you have any data? Based on what the onsite said it should be a 350 KW but I was not able to confirm.
A21: See below picture of the data plate for Transformer
Q22: Was start up included on this unit when it was purchased? That is common practice. If so, I would like to confirm that additional mileage charge will not be required.
A22: No, Generator supplier is not performing load test. This will be coordinated with Moon Lake Power Company, who will shut off the power to facility for load testing. Jones Hole staff can assist with coordination.
Q23: My electrical contractor is curious if you have a record of who what crane service was used when the generator was initially delivered?
A23: We believe it was Curt's Crane Services Inc. out of Vernal/Naples, UT.
Q24: Would it be acceptable for an electrician to be fully licensed with experience installing testing etc.
with generators even if they aren't Kohler certified?
A24: To maintain the Kohler warranty, a certified Kohler installer must be on the job.
