About this file
This document is an Amendment 1 Questions and Answers (Q&A) for a Concrete Demolition Debris Removal solicitation issued by the U.S. Fish and Wildlife Service (USFWS) at the Wichita Mountains National Wildlife Refuge. The solicitation (No. 140FGA26Q0002) seeks a contractor to remove an estimated 15,000 tons of concrete debris from refuge grounds, with a period of performance of 180 days from the award date. Key details include no requirement to crush or recycle the concrete, no reseeding needed, and no specific disposal facility mandated, though all disposal must comply with federal, state, and local laws.
Significant clarifications include: bonding is required, a bid guarantee is necessary, ACM abatement was completed in November 2022, and contractors can bring a crusher on-site. The bid deadline has been extended to January 27, 2026, at 10:00 AM local time. The government will consider schedule relief for weather-related or government-caused delays, and separated rebar and scrap metal will become contractor property. Contractors must rough grade disturbed areas following natural contours, with small debris less than 6" in diameter acceptable if less than 20% per square meter surface coverage.

Amendment 1, Q&A
If not, may the Contractor select facilities at their discretion in compliance with state and local regulations?
Answer: There are no Government designated or preferred facilities. The contractor will select facilities. Any disposal must comply with federal, state and local laws. Refer to previous subject answer.
25. The documentation references a quantity of concrete debris identified as unrecyclable. Please provide clarification regarding the basis for this determination, specifically whether the material is considered unrecyclable due to the presence of hazardous constituents (e.g., lead-based paint, asbestos, or other regulated contaminants).
If hazardous materials are present, please provide an estimated percentage of the total 15,000 tons of material that is impacted or contaminated.
Answer: Some materials were considered unrecyclable due to the commercially undesirable nature of the material for re-use. Samples taken from concrete in 2025 did not test positive for any hazardous materials.

The Statement of Work requires that all concrete debris be disposed of at an “approved disposal facility.” Can the Government please clarify what qualifies as an approved disposal facility for this project (e.g., permitted landfill, permitted concrete recycling facility)? Additionally, will the Government require documentation or verification (such as scale tickets or receipts) to confirm proper disposal of the concrete debris?

Answer: The NAICS code does not have to appear in offerors SAM profile for eligibility.

38. If plan to crush all of the product to be repurposed for construction companies and local municipalities. Will that be a factor in awarding the project over companies that will dispose of the product for the lowest price?
Answer: The only evaluation factors that will be considered are reflected in the solicitation under section L on pages 37-38.
39. Does the concrete have to be crushed?
NO
I assume from the site visit that the piles just need cleaned up and the pile areas need to be graded to drain?
Answer: Disturbed areas are to be rough graded, following any natural contours, if present. Remaining small debris of less than 6” diameter will be acceptable so long as any square meter contains less than 20% at the surface. No material shall be buried with the specific intention of hiding the material.
40. One the road to the site there is a sign that states “Commercial Vehicles Weight Limit 15 Tons Gross Maximum 3 axles”. Can this be waived as a typical 3 axle dump truck will weigh 20 tones before any material is even loaded. There is equipment out there right now working that weight mor than 15 Tons. How did they get that equipment in therewith the road weight limits?. I have attached a picture of the sign for reference.
