About this file

This is a Statement of Work/Description and Specifications document for a federal emergency repair contract issued by the U.S. Fish & Wildlife Service (FWS), Department of the Interior, for HVAC and boiler replacement at the Shiawassee National Wildlife Refuge Maintenance Building in Saginaw, Michigan.

The project requires vendor services to remove an outdated wood-fired boiler and replace the existing L.P. gas-fired boiler with a new 150,000 BTU, L.P. gas, cast iron, natural draft boiler with 84-86% efficiency. Additional work includes installing new vent piping through the existing chimney, updating all boiler piping and trim to current standards, replacing pneumatic controls with electronic zone valves connected to low-voltage thermostats, removing the air compressor and pneumatic controls, and installing a voltage monitor to protect boiler electronics during power outages or brownouts. The vendor must dispose of old equipment, coordinate with the existing HVAC system, test all systems, and provide owner's manuals, warranty information, and staff training on the new equipment. The anticipated project schedule allows 60 days from award for equipment lead times, installation, and testing, with a total performance period dependent on equipment availability. The vendor will coordinate timing requirements with FWS. Payment is due upon final submission. The Contracting Officer's Representative is Gerrick Prine at the FWS Division of Engineering in Bloomington, Minnesota, and the on-site project leader is Scott Simmons at Shiawassee National Wildlife Refuge.

C.1.0 GENERAL: Department of the Interior (DOI); U. S. Fish & Wildlife Service (FWS), Shiawassee National Wildlife Refuge, Saginaw, MI.

Project: Maintenance Shop – HVAC/Heat Replacement

C.1.1 FACILITY BACKGROUND INFORMATION

C.1.1.1 The Government maintenance shop was constructed in 1985 and is using outdated heating systems which is causing the refuge issues. Partial electrical outages cause the air compressor to shut down and the system reacts to loss of air pressure by overruling the thermostat and turning on the heaters, which will run continuously until they are manually turned off or pressure is restored which causes excessive heat in the building when nobody is on site to turn off the system. The building is also equipped with a wood fired boiler which is seldomly used and needs to be replaced.

C.1.2 PROJECT DESCRIPTION

C.1.2.1 FWS requires Vendor services to do the following work:

- Remove the wood fired boiler.

- Wood boiler was installed in series with the gas boiler. Install piping as needed to connect the existing piping to the gas boiler piping.

- Replace the existing L.P. gas fired boiler with a new 150,000 BUT, L.P. gas, cast iron, natural draft, 84-86% efficient boiler. Vent through the existing chimney with new vent pipe as needed.

- Update all boiler piping and boiler trim to current standards.

- Update circulator, expansion tank, water feed and air elimination system.

- Replace pneumatic controls with electronic zone valves connected to standard low voltage thermostats in the service space. Remove the compressor and pneumatic controls.

- Install a voltage monitor to protect the boiler electronics in the event of a power outage or brownout.
