About this file
This is a Statement of Work for container delivery and haul-away services related to demolition activities at Patoka River National Wildlife Refuge in Gibson County, Indiana.
The U.S. Fish and Wildlife Service (USFWS) is requesting contractor services to deliver 30-yard dumpsters and haul away demolished materials from two sites: the Davis House site (containing a 70' x 40' brick home and 25' x 35' metal pole building) and the Raccoon Barn site (containing a 120' x 40' metal pole building). USFWS staff will perform the actual demolition using heavy equipment and a Bandit ARJES Impaktor to smash, consolidate, and separate materials. The contractor must provide labor, supervision, equipment, supplies, and transportation; deliver and manage both waste and recycling containers as needed; and transport materials to state-approved disposal and recycling facilities. The contract requires pricing on a per-dumpster delivery and haul-off basis for loads up to 10 tons per container, with an estimated 24 deliveries though the actual number will vary. All recycling proceeds must be directed to Friends of Patoka River NWR, LLC. The performance period is December 7-18, 2026 (estimated 12 working days), with possible extensions due to weather or equipment availability. Work locations include 12037 E 150 N, Oakland City, IN (Davis House site) and an area directly north of 10281 E 50 N, Oakland City, IN (Raccoon Barn site). Pre-bid site visits must be arranged in advance by contacting Heath Hamilton, Acting Refuge Manager, at (812) 749-3199. Final acceptance requires COR approval at inspection, receipt of closeout submittals, and receipt of release of claims.

Patoka River National Wildlife Refuge and Management Area
1. Introduction and Overview
Patoka River National Wildlife Refuge and Management Area (Refuge) was established in 1994 in Pike and Gibson Counties to conserve and manage habitat for waterfowl and other migratory birds, resident wildlife, and endangered and threatened species. Active habitat management of wetland, forest, and prairie habitats occur on the nearly 13,000 acres acquired to date. The refuge offers public hunting and fishing, wildlife viewing and photography, environmental education and interpretation. The Refuge is managed by the United States Fish and Wildlife Service (USFWS).
The refuge headquarters is located in Oakland City, IN.
The work areas are located in Gibson County.
1.1 Background
The Refuge is removing old structures at two sites including a brick home (70’ x 40’) and metal pole building (25’ x 35’) at the Davis House site and a larger metal pole building (120’ x 40’) at the Raccoon Barn site and is requesting a contractor to deliver and haul off all demolished materials as described below. See Attachments A, B, C, and D for site locations/pictures.
1.2 Objective
The objective of this project is for USFWS staff to utilize heavy equipment to tear down all buildings, use a Bandit ARJES Impaktor to smash and consolidate materials (including separating metal from other debris) and to place into contractor provided 30-yard containers. Collected proceeds from recycling will go to the Friends of Patoka River NWR, LLC. Materials must be hauled to a disposal site that is state approved for handling these materials.
1.3 Period of Performance
December 7 - 18, 2026. Dates may be extended, as necessary, due to weather or availability of USFWS equipment and staff. The job will take an estimated 12 working days.
