About this file
This is a Questions and Answers document for a chain link fence repair and installation project at the Canaan Valley National Wildlife Refuge in Davis, West Virginia under solicitation 140FF027Q0011. The project encompasses approximately 350 linear feet of new fence installation and 1,000 linear feet of existing fence repairs, with a 45-calendar-day completion requirement and a performance period from November 4, 2026 through January 6, 2027.
The specifications for new and replacement components require terminal/corner posts with 2-7/8" outside diameter, line posts with 2-3/8" outside diameter, and top rail with 1-5/8" outside diameter, all Schedule 40 pipe. Post concrete footings must be a minimum of 36 inches deep. For the new fence section, contractors should anticipate two replacement swing gates with 12-foot openings. The repair section includes 10 top rails requiring replacement, 2 top rails requiring repair, 2 line posts requiring replacement, 2 line posts requiring repair, and 2 swing gates (one requiring straightening). Contractors may reuse existing fabric and are responsible for replacing damaged top rails only. No bottom tension wire or barbed wire is required. The Government will provide site clearing and access to on-site water and 120-volt electrical power. Contractors must transport all removed metal scrap and demolition materials to an off-site disposal or recycling facility. Schedule extensions may be granted with proper justification if frozen ground, severe weather, or unsafe conditions prevent proper excavation, concrete placement, or curing.

A) Terminal/Corner Posts: 2-7/8" O.D. B) Line Posts: 2-3/8" O.D. C) Top Rail: 1-5/8" O.D. Pipe schedules: Schedule 40.
2. What is the minimum required depth and diameter for post concrete footings? Is a 36-inch or 42-inch depth required to meet local winter frost line requirements in Davis, WV? 36 inches
3. Can the Government provide an estimated count of existing posts requiring total replacement versus posts requiring mechanical realignment/straightening? Top rails needing replaced: 10, top rails needing repaired: 2, line post replaced: 2, line post repaired: 2, terminal posts to replace or repair: 0
4. Is a bottom tension wire (e.g., 7-gauge galvanized coil spring wire) or bottom rail required along the base of the newly installed 350 LF fence? No bottom tension wire
5. Are there any pedestrian swing gates or vehicular equipment gates included in either the 350 LF new installation or the 1,000 LF repair sections? If yes, please provide opening widths and hardware specs. Two swing gates on repair section. Swing gates are 12 ft openings. One gate will need straightened.
6. Will the Government / Refuge staff perform necessary clearing, mowing, and brush trimming along the fence line prior to contractor mobilization, or must the contractor include clearing and grubbing? Yes
7. Will the Government provide reasonable access to on-site water spigots and 120V electrical power at the Maintenance Facility for concrete mixing and tool operation at no cost to the contractor? Water and 120V power are located on site.
8. Is the contractor required to transport all removed metal fence scrap and demolition materials to an off-site disposal/recycling facility, or is on-site scrap disposal permitted at the Refuge Maintenance yard? Yes
9. Has the anticipated winter weather and associated cold-weather construction requirements been considered in establishing the project budget and 45-day completion period? Yes
10. Would schedule extensions be considered if frozen ground, severe weather, or unsafe conditions prevent proper excavation, concrete placement, or curing? Yes with proper justification of weather and or site conditions.
11. The solicitation references both a 45-calendar-day completion requirement and a performance period extending through January 6, 2027. Which completion deadline governs? 45 days
12. (a) two replacement gates 1 located South of Maintenance building, 1 located west of existing blacktop. (b) No. (c) match existing fence
13. Repair materials: For the ~1,000 LF of repair, should offerors assume reuse of the existing fabric and top rail, or include replacement materials? If replacement is expected, please give an approximate quantity of posts, top rail and fabric to replace, and say whether any existing fence in the new 350 LF alignment must be removed and disposed of off site. Reuse of existing fabric, replacement of damaged top rails.
14. Winter work: The period of performance is 11/04/2026 to 01/06/2027. If frozen ground or snow at the refuge prevents setting concrete footers, will the Government extend the completion date or allow the new-post work to be finished in spring? Refer to answer in Question 10
