About this file
This document is Amendment 0001 to Solicitation #140FC326R0002, issued by the U.S. Fish and Wildlife Service (FWS), Construction A/E Team 3, located in Falls Church, Virginia. The amendment, effective March 3, 2026, revises the Statement of Work (SOW) dated March 2, 2026 to clarify technical requirements, scope, and performance expectations, and incorporates Attachment #1 Questions and Answers (Q&A), which forms a material part of the solicitation. The period of performance is May 15, 2026 to September 30, 2026. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation by completing items 8 and 15 and returning the form, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated location prior to the specified deadline may result in rejection of the offer.
The underlying solicitation concerns window frame replacement work at the Yukon Delta National Wildlife Refuge in Bethel, Alaska. The scope includes removal and replacement of upstairs window frames and panes in nine nearly identical two-story housing units with vinyl tilt-turn style windows that meet Energy Star and 2012 IECC compliance standards, featuring specific performance characteristics (U-factor ≤ 0.22, SHGC 0.26-0.40, VT 0.41-0.50). Work requires assessment of rough openings for water damage, replacement of windowsills with waterproof materials (vinyl or Corian®), installation of new blinds, re-trimming of windows, and repair of any damaged vinyl siding. The contractor must be licensed and experienced in remote Alaska work, provide their own tools and equipment, and comply with all applicable federal, state, and local codes. Normal work hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., with weekend and extended hours available only by case-by-case approval. The contractor is responsible for disposal of removed materials and all repair costs for water damage discovered during installation, which will be assessed and quoted on site beyond the base bid.

RFI – Questions (Due February 23, 2026)
1. Do the new windows need to be wood, vinyl, or fiberglass frames? Our experience in Alaskan climates is Vinyl windows seem to be the best option for energy efficiency and weather tightness/longevity.
See Revised Statement of Work (SOW) dated 3/2/2026, Section 3.3 and 3.2.3.
The window frames need to be vinyl.
Also see Specification Sheet.
2. Are the tilt/turn requirements set specifications? We would recommend a casement type operation with the egress leaves swinging out as well as awning types that tilt out and hinge on the top for the kitchen windows. Is this acceptable?
The SOW is for like windows meaning the new units will need to be a match to the turn/tilt direction, size, swing, etc… No, that would not be acceptable.
3. If we were to run into water damage and/or rotten structural framing members, is this an itemized change order with an hourly rate or lump sum cost per window opening area?
We will address every window opening independently. Some rough openings might have worse damage and require more time than others.
4. Often times during window replacements in existing rough openings, we run into different depths/thicknesses of window frames compared to original/existing windows. Usually this requires drywall repairs/replacement of drywall and priming and painting.
a. How would we approach this extra work id encountered?
The SOW is for like windows meaning the new units will need to be a match to the turn/tilt direction, size, swing, etc… This will include thickness. Each window opening will need to be assessed for potential water damage. It is possible that there will be some drywall damage at some window frame openings due to previous water that will require repair work. That will be addressed separately.
b. Would this be an itemized Change Order with time and material included per unit/window opening or lump sum cost?
If additional work needs to occur due to water damage and subsequent repair work, then yes. If the contractor is putting in window frames of different dimensions than what is currently there, then no, that would not be a separate line.
5. Will these housing units be occupied during the scheduled work?
These houses will be occupied.
6. Since this is remote work for Alaska standards and our crews would be traveling by commercial plane to Bethel, AK from Anchorage, AK, can the stipulations for workdays and hours be extended to Monday through Saturday 10 hours per day to minimize travel times and extra non-productive lodging costs?
See Revised Statement of Work (SOW) dated 3/2/2026, Section 2.4. No, this work will be scheduled from Monday through Friday 8am to 4:30pm. Hours outside of that could be considered on a case-by-case basis depending on tenants in the house, staff availability, and contractor communication. We will not accept an alternate work schedule at this time.
1. STANDARD FORM 1442, item #13 indicates that bid bond is not required.
Combined
Synopsis Announcement in the paragraph referencing “Bonds” notes that a bid bond is required. Please verify if a bid bond is required.
Section 13. does not identify bonds. Please review 12a. that requires performance and payment bond that is marked “Yes” for all bonds.
2. Please confirm Builders Risk Insurance is not required.
Builders Risk Insurance is not constituted as government requirement for this project.
See SF1442 and Announcement that illustrate the type of bonds required.
3. Please confirm if these buildings will be occupied during the period of performance? Yes, they will be occupied.
4. Please confirm Contractor will not be required to move (E) furnishings. See Revised
Statement of Work (SOW) dated 3/2/2026, Section 2.3. No, you will not have to move any furnishings.
5. The narrative states work hours to be 8:00 am – 4:30 pm, M – F. Can these work hours be extended to 10 hours a day and 7 days a week?
See Revised Statement of Work (SOW) dated 3/2/2026, Section 2.4. No, this work will be scheduled for Monday through Friday 8am to 4:30pm. Hours outside of that could be considered on a case by case basis depending on tenants in the house, staff availability, and contractor communication. We will not accept an alternate work schedule at this time.
6. There appears to be black mold at many window locations. Will the Owners be performing mold remediation? Any unforeseen issues will be addressed as they are uncovered.
7. Will a Bethel Building Permit be required for this project? No
8. If wood rot is found and wood framing must be replaced, what are the overnight security requirements for the exposed window openings? See Revised
Statement of Work (SOW) dated 3/2/2026, Section 2.3. Efforts should be made to avoid leaving openings. If there are instances of this the opening should be covered with plastic or similar.
9. Does the Owner have the manufacturer and model of the existing vinyl siding? No
10. It is typical to use a self-adhered flashing membrane at window openings. The RFP documents are silent on this. Will this be required? The rough opening needs to be watertight.
11. Will window head drip flashing be required? No
12. Is the contractor expected to repair existing vegetation, that could be damaged during construction with the use of scaffolding and equipment? Not within reason.
1. Will these units be vacant for the duration of work in each unit? These houses will be occupied.
a. If so, please advise whether the Contractor may utilize vacant or designated residential units at the Yukon Delta NWR site for lodging of crew during construction? No
b. If not, are there any phasing requirements? Schedules will be worked out during pre-construction meeting.
2. Section H.1 limits work to one half hour before sunrise to one half hour after sunset and restricts weekend work unless authorized
Please confirm whether overtime, extended daily hours, or weekend work may be authorized in advance to reduce overall project duration. See Revised
Statement of Work (SOW) dated 3/2/2026, Section 2.4.
3. Please confirm whether any existing framing modifications are anticipated. No
Please clarify whether incidental vinyl siding replacement due to window removal is part of CLIN 00010 or limited to structural damage only, CLIN 00020. See
Revised Statement of Work (SOW) dated 3/2/2026, Section 3.7
4. Given age of residence, is there any known lead-based paint testing completed on existing trim and casings? Per EPA, testing is only required for residents built before
1978, these homes were built at or after 1987.
5. Has testing been performed for asbestos containing caulking, glazing compounds, or siding components? Per NESHAP (National Emission Standards for Hazardous Air
Pollutants) under EPA, testing is only required for residents built before 1980. These homes were built at or after 1987.
6. Does interior drywall replacement require full repaint of entire room or limited touch up around window openings? Just touch up
7. Please confirm designated staging area on site? Any restrictions on material storage per Section D marking requirements See Revised Statement of Work (SOW) dated
3/2/2026, Section 5.1.1.
8. Please confirm required warranty duration for windows and installation. Per SOW table 4.1.1 Deliverable table.
9. Confirm window assemblies must comply with Buy American Construction Materials clause a
The contract incorporates FAR 52.225-9, Buy American—Construction Materials. In accordance with this clause, only domestic construction materials may be used unless a formal exception is approved by the Contracting Officer. Windows are considered manufactured construction materials and must be manufactured in the
United States and meet the applicable domestic content requirements.
If your proposed product does not meet these requirements, you must submit a formal request for exception with supporting documentation for review and determination.
10. Is third party inspection or window water infiltration testing required?
Per SOW 6.1 “The rough openings of each window need to be inspected by a Lead Maintenance Worker and/or the Assistant Refuge Manager to assess moisture damage before new window frames are installed. This inspection will be required to ensure that any damage is addressed. Any location with moisture damage will need to have the flashing and water barriers pulled back to assess full damage.”

REVISED STATEMENT OF WORK (SOW)
Window Frames
December 3, 2025 - Revised March 2, 2026
1. General:
1.1 Overview:
Yukon Delta National Wildlife Refuge operates multiple residential structures for employees in Bethel, AK. Our headquarters building is at 807 Chief Eddie Hoffman HWY, Bethel, AK 99559. Our Refuge maintains nine (9) nearly identical two-story houses on pilings. The window frames and matching windowpanes on the top floor of all houses have been identified to be replaced. Bethel is approximately 400 air miles west of Anchorage, Alaska. Bethel has no road access and can only be reached by air or sea. The project sites are accessible by vehicle. We are seeking bids to complete the work described in this Statement of Work.
1.2 Purpose/End Application:
Our Refuge maintains nine (9) nearly identical two-story houses on pilings. The floorplans are the same, just swapped/flipped pending location (see attachment). The windows throughout these quarters are tilt-turn style frames and were manufactured by Alaska Window in Fairbanks.
Unfortunately, that company is out of business now. Many of the window frames are starting to break down over years of use and replacement parts are no longer available. Moisture seepage has caused rust and corrosion on ferrous and non-ferrous surfaces and components of the frames. We are interested in having new window frames and window panes and mechanical fixtures for windows on the top floors of the nine (9) quarters. These new windows frames shall have replaceable window panes and a support market for replacement components and hardware. They will need to be replaced with like window frames and window panes as what is removed (i.e., the same side tilts/turns) including screens. Windowsills shall also be replaced on all windows frames from wood to a solid waterproof material such as Corian® or vinyl. New blinds will be installed as well.
We have strong concerns about how the windows could have been installed originally due to moisture seepage we have observed. Once an old window frame is removed, a thorough inspection of the surrounding flashing and water impermeability layer (vapor barrier) is needed. If any damage is found in the flashing, vapor barrier, or wood framing around the windows, the damage will need to be repaired prior to the installation of the new window frame. In that case, new flashing, vapor barrios, and installation materials will need to be used. These additional costs are will not be in the base bid and will be assessed while on site. It is also worth noting that we wish to maintain the vinyl siding on the houses currently and extra care will be needed when removing and reinstalling window frames not to damage exterior siding. If damage occurs, the contractor shall repair damage caused.
1.3 Contractor Qualifications:
1.3.1 General contractors and specialty subcontractors shall be licensed and well qualified to perform the work consistent with the Contract Documents. We may reasonably object to
Contractor's proposed selection of workers and business entities. We prefer Contractors and Subcontractors that have worked in remote Alaska (e.g., Bethel) so we know they understand logistics and potential complexity with completing contracts here. If damage is found at the window rough openings, additional skilled labor (e.g., licensed
Mechanical Contractor) might be necessary and would be assessed and quoted beyond the original bid.
1.3.2 Provide documentation of current state certification of General Contractors and any additional skilled laborers required to fulfill the contract.

5.2.1 There are several hardware stores in Bethel, AK, though their supply and stock might not be adequate to fulfill the scope of this contract. Contractor is responsible for their tools and all hardware to complete this contract. The contractor will need a ladder to access the exterior of the windows. The refuge will not provide a ladder.
5.2.2 The Contractor will be required to travel to all residences on their own, therefore it is strongly advised that they rent a vehicle. Renting a vehicle might not be necessary due to available taxi services in Bethel. Regardless, no GPE, such as a vehicle or transportation between sites will be available to the Contractor from the Government.
6. Evaluation and Acceptance
6.1 The rough openings of each window need to be inspected by a Maintenance Worker and/or the
Assistant Refuge Manager to assess moisture damage before new window frames are installed. This inspection will be required to assure that any damage is addressed. Any location with moisture damage will need to have the flashing and water barriers pulled back to assess full damage.
6.2 The work shall be done in accordance with all applicable federal, state and local codes including the most current edition of the IBC, National Electrical Code (NEC), NFPA 101 Life Safety Code, ADA/ABA, and any other applicable disciplines of the International Code Council, as well as with accepted general industry standards.
6.3 The work shall be accepted when all the work is completed as described here within and in accordance with any contract documents. Work will be inspected to assure compliance with the contract documents, but quality control and adherence to all contract requirements is the responsibility of the contractor, as further described in CFR 52.246-12, “Inspection of Construction”.
6.4 The Contractor’s work will be evaluated by a Maintenance Worker and/or the Assistant Refuge
Manager. Work shall be completed in a clean and professional manner. Refuse/trash shall be cleaned up after completion of work at each residence. Communication from Contractor on when work is completed at residences is required for final inspection at each residence and tenant coordination to access the next residence.
7. Quality Assurance/Quality Control (QAQC):
7.1 The Contractor’s work will be evaluated by the COR, Maintenance Worker, and/or the
Assistant Refuge Manager within the POP. Work shall be completed in a clean and professional manner and performed up to code. Refuse/trash shall be cleaned up after completion of work at each residence. If work is found to be faulty beyond the POP the
Contractor shall be held responsible for repairing their mistake, up to returning the site at the cost of the Contractor (see contract language beyond the Scope of Work). Photos, video, and/or clear documentation of failures or mistakes would be provided by a Maintenance Worker and/or the Assistant Refuge Manager via the Contracting Officer.
7.2 Identify and detail measures for assessing quality control and acceptance:
