About this file

This is Amendment 0003 to a federal solicitation for audiovisual system replacement services at an Alaska facility. The solicitation, numbered 140FC326Q0054, was issued by the Fish and Wildlife Service (FWS) Construction A/E Team 3, with Contracting Officer Shannon Barnhill (Shannon_barnhill@ios.doi.gov). The amendment provides responses to 15 contractor questions and includes additional photographs of the multipurpose room and existing equipment.

The project involves replacement of audiovisual equipment in an AK KNA VC Multipurpose Room in accordance with an attached Statement of Work, with performance occurring from September 23, 2026 to December 11, 2026. Key clarifications from the Q&A include: (1) site visits and photographs of the space have been provided in prior amendments; (2) HDMI matrix video switchers must include physical front-panel pushbuttons for input-to-output routing without relying on external control systems, meaning AV-over-IP systems would need to demonstrate compliance with this requirement; (3) the contractor must supply a new amplifier as the government is not providing one; (4) the Draper Access/Series V projector screen model is ACV-40-764518; (5) the multipurpose room accommodates up to 120 people when used as a single space (typically 40-50 participants) or 25-30 people per room when divided; and (6) rough dimensions are 33x40 feet. The amendment also provides a complete inventory of existing equipment including Crestron amplifiers and control systems, BiAMP DSP, JVC D-ILA projectors, and wireless microphone systems.

Amendment 0003 – Questions and Responses

1) Is there a site visit scheduled to view the space and walk through to verify some questions that we have for the project?

Response: Site visit has been planned and provided. Please refer to Amendment 0001 and 0002 for the details.

2) Are there going to be photos provided to see the space if there is not walk through or if a walk through does happen for those that are unable to make the walk through?

Response: Pictures were provided. Please refer to Amendment 0001.

3) As you are approving QSC Control, for the question of a matrix switcher, are you approving QSC NV series products in lieu of a matrix switcher, as they act as a switcher via the Q-SYS subsystem?

Response: Letter F of the SOW (HDMI Matrix Video Switcher) salient characteristics include a requirement for physical pushbuttons on the front panel capable of performing input-to-output routing selection without relying on the external control system. AV-over-IP systems route video exclusively through the control processor and do not have this manual override capability, and therefore do not meet this salient characteristic as written.

If a vendor wishes to propose an AV-over-IP approach, the proposal must address how the front-panel manual routing requirement will be met, or the vendor must demonstrate that the proposed system satisfies all listed salient characteristics in full.

4) Would you accept replacing a matrix video switcher with Video endpoints? Q-SYS has the NV Series endpoints, Extron has NAV and Crestron has NVX? Would these be acceptable as they do the video switching without a matrix switcher?

Response: See response to Question 3.

5) Are any hard wired buttons in place currently?

Response: Currently there are no hardwired button controls as described in letter T, either on the equipment rack or on walls within the room. Peripheral equipment is connected via cables through the ceiling to the hardware in the equipment rack, and the main control interface is via remote touchscreen. Hardwired control buttons should provide backup functionality for basic control of the system.

6) Can we get exact model of Draper projector screen? It will be necessary for us getting the correct control and parts needed for hard buttons.

Response: Draper Access/Series V; ACV-40-764518

7) No amplifier is called out for the speakers, is one being supplied? If it is not being supplied how many channels and wattage are you wanting?

Response: The government is not providing an amplifier as part of the government-furnished equipment; the contractor shall supply a new amplifier (see letter X of the SOW). See solicitation for full system audio requirements.

8) Will you release answers to questions sooner than the date they are due in case other questions come up?

Response: We are providing responses once the questions deadline has ended.

9) We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

Response: this is a brand new purchase order.

10) Would it be possible to provide photos of the multipurpose room and the existing AV equipment/setup to assist with evaluating the installation requirements and preparing our quote?

Response: Pictures were provided with amendment 0001.

11) What kind of past performance is required to determine contractor qualification for award?

Response: Refer to the solicitation for any requirements.

a. Past project examples?

b. Pictures?

c. Technical documentation samples?

d. CPARS?

e. Examples of code?

Response: Refer to the solicitation for any requirements.

12) Could you please confirm the approximate number of participants the room is expected to accommodate when divided into two rooms and when used as one large room?

Response: The maximum number of occupants in the single large room is 120 people. It more typically supports events with 40-50 participants. When split into two smaller rooms, typical occupancy is 25-30 people per room.

13) I also wanted to check if you have the dimensions of the spaces available.

Response: 33x40 ft are the rough dimensions of the large room.

14) Could you please provide a complete list of the existing AV equipment, including the manufacturer and model number of each item? The solicitation identifies the Draper Access V projector screen, twelve Crestron IC6T ceiling speakers, and an existing 44U equipment rack, but it does not identify the remaining equipment and model numbers.

Response: Equipment Rack:

• Crestron AMP-2210S/3210s Commercial Power Amplifier

• Crestron AMP-2210T/3210T/2210HT Commercial Power Amplifier
