About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the FWS Red Bluff FWO Painting Project. The solicitation number is 140FC326Q0037, issued by the Fish and Wildlife Service (FWS), Construction A/E Team 3, located in Falls Church, Virginia. Amendment 0001 is effective as of June 25, 2026, and includes responses to contractor questions regarding the project scope. The project magnitude is under $10,000 with a period of performance from August 13, 2026, to October 31, 2026. The amendment specifies that contractors awarded over $35,000 must submit a Payment Bond, and those awarded over $150,000 must submit both Payment and Performance Bonds within 10 calendar days of award.
The questions and answers address critical project execution details including surface conditions, paint specifications, scheduling constraints, and site logistics. The Government confirms that no estimated square footages are available and that existing paint conditions vary significantly, with some areas showing peeling paint, faded surfaces, and rust on unpainted metal. Paint colors will be determined with the chosen contractor, primarily red for building areas and black for the gate. Work is restricted to Monday through Friday, excluding federal holidays, between 7:00 a.m. and 4:30 p.m., with scheduling coordinated around staff and equipment needs. The Government will provide utilities (electrical and water), staging areas, and site access during specified work hours, while the contractor is responsible for disposing of unused or contaminated paint and wastewater off-site. Contractors must plan for equipment to reach heights up to 10 feet for buildings and 12 feet for the gate.

FWS Red Bluff FWO Painting Project, SOLICITATION NO. 140FC326Q0037
1. Question: Are there any estimated square footages or dimensions available for the buildings, doors, fascia, front gate, and other painted surfaces?
Answer: No, the various surfaces have not been measured and vary widely.
2. Question: During the site visit, were any existing paint conditions identified (such as peeling paint, wood rot, rust, or damaged siding) that would require additional surface preparation beyond what is described in the Statement of Work?
Answer: There were no site visitors. Existing paint conditions vary from peeling to faded areas along with unpainted metal on the gate that has some rust showing currently.
3. Question: Will the Government provide the required paint color codes or manufacturer color numbers, or is the contractor expected to perform field color matching?
Answer: To be determined with chosen contractor. Might be difficult to match faded painted areas in some cases, but other areas might be used as a surrogate for multiple areas. Paint colors are primarily red for building areas and black for gate.
4. Question: Are there any work-hour restrictions, building occupancy considerations, wildlife protection requirements, or access limitations that could affect the contractor's schedule?
Answer: Yes, work could be conducted M-F, minus federal holidays, as listed in the solicitation between the hours of 7 and 4:30. Specific dates and times will allow for impacted areas to be available for staff or contractors (i.e., plans will be made to work around specific areas on specific dates by employees needing equipment housed in various buildings after meeting with contractor). The station is gated but will be made accessible by staff during the above hours on the specific dates determined to be needed for painting activities.
5. Question: Will the Government provide staging areas, water access, and electrical power for pressure washing and painting operations, or should the contractor plan to furnish all utilities?
Answer: Utilities (electrical and water) and areas will be made available for staging etc. Contractor should plan to dispose of unused paint or contaminated paint/wastewater off site, as appropriate.
6. Question: Were any questions asked during the site visit that resulted in clarifications or additional information? If so, will those responses be issued through a solicitation amendment?
Answer: There were no site visitors.
7. Question: Are there any anticipated obstacles or site conditions that offerors who did not attend the site visit should be aware of when preparing their quotations?
Answer: There were no site visitors. No special conditions, per se, but ladders or equipment to reach areas as high as 10' for building or 12' for gate should be planned for.
