About this file
This document is a General Requirement & Specification for the procurement and installation of a ductless mini-split heat pump system. The specification requires contractors to furnish and install a factory-new 37MHRAQ12AA3 Comfort Series Single Zone Mini Split Heat Pump with R454B refrigerant, paired with an indoor unit (model 45MHHAQ12XC3). The system must deliver a nominal cooling and heating capacity of 12,000 BTUs and meet minimum efficiency ratings of 21.40 SEER2, 10.80 EER2, and 9.20 HSPF2. All equipment must be new, unused, current production, and meet or exceed the stated specifications; no substitutions are permitted without prior written government approval.
The specification mandates compliance with federal, state, and local codes including DOE efficiency standards, EPA refrigerant regulations, and the National Electrical Code. The contractor must provide all labor, materials, equipment, and supervision necessary for complete installation, including refrigerant line sets, condensation drain piping, electrical components, and outdoor equipment pads. Systems must operate on 208–230V electrical service, be UL or ETL listed, and include factory-installed safety features such as thermostatic or electronic expansion valves, pressure safety switches, and compressor overload protection. Equipment must include minimum 10-year manufacturer parts and compressor warranties plus 1-year labor warranty. Upon completion, the contractor shall deliver the system in fully operational condition with comprehensive documentation including installation manuals, wiring diagrams, commissioning procedures, warranty certificates, and operations and maintenance manuals, with delivery on an FOB destination basis to the government-specified facility.
