About this file

This is an amendment (Amendment 0001) to solicitation 140FC325R0005 for a Photovoltaic System Replacement project at the Hakalau Forest National Wildlife Refuge in Hawaii, issued by the Fish and Wildlife Service Construction A/E Team 3 in Falls Church, VA. The amendment contains a Q&A section addressing technical questions about the current solar power system and project requirements.

The Q&A clarifies that while the current solar system is sufficient, the project aims to: 1) replace failing lead-acid batteries with advanced lithium chemistry batteries and upgrade inverters accordingly, 2) add redundancy for improved system resilience, and 3) accommodate future station growth and increased electrical loads. Most technical questions about system specifications, current equipment details, and usage patterns were deferred to the second phase (design request) of the solicitation. The amendment confirms that new large loads are expected to be added in the next year. The effective date is listed as January 6, 2025.

Amendment 0001 – Questions and Answers **The questions deadline has now closed**

Question 1: Was the current solar, inverter, storage, combination sufficient for the station’s needs?

Answer: Yes. However, the intent of this project is to: 1) replace current lead-acid batteries that are failing with more advanced lithium chemistry batteries and correspondingly upgrade the inverters to more technologically advanced models that create a maximally compatible system, 2) create an additional redundancy to have a system more resilient to possible failures, and 3) to have a system that can easily accommodate future station growth and corresponding load on the electrical system.

Question 2: What azimuth, pitch, and construction is the mounting roof?

Answer: This question should be deferred to the second phase (design request) of the solicitation.

Question 3: Please provide the make and model numbers of the current batteries, Outback Inverters / Charge Controllers, solar modules, and generator, for design reference.

Question 4: Can you provide a recent average daily kWhr’s consumed at the site? (daily usage for the past 365 days would be ideal)

Question 5: What is the single largest load on site and what size CB controls it?

Question 6: Are there any expected new large loads to be added in the next year?

Answer: Yes.

Question 7: Has the specified 50kWhr of storage been calculated to account for the minimum required days of autonomy where solar is not available? If not, how many days of autonomy (i.e. without solar) are required from the batteries?
