Upper Carson Slough Backcountry Trail System Design-Build Contract

Statement of Work Upper Carson Slough Backcountry Trail System

Design and Construction Services

United States Fish and Wildlife Service Ash Meadows National Wildlife Refuge – Amargosa Valley, NV

February 19, 2025

1. BACKGROUND:

Ash Meadows National Wildlife Refuge (AMNWR) was established in 1984 to preserve the Mojave Desert’s largest remaining oasis and “conserve and recover listed endangered, proposed endangered, and candidate plant and animal species found in the area”. Approximately 50 seeps and springs generate 17,000 acre-feet of water per year, providing habitat for at least 26 plant and animal species found nowhere else in the world including 13 species listed as threatened or endangered. AMNWR is a true biodiversity hotspot, supporting the second highest density of endemic species in North America.

Ash Meadows is also part of the Nuwu/Nuwuvi (Southern Paiute/Chemehuevi) and Newe (Western Shoshone) ancestral lands. These Indigenous peoples consider Ash Meadows as a place of creation and imbued with spiritual power since the beginning of time when the world was new. Several of the locations and endemic species at Ash Meadows have critical cultural roles for these peoples, which are embedded in stories, songs, rituals, and traditions.

Many of the springs at AMNWR were developed to provide water for agriculture and other uses. The primary management priority since refuge creation has been to restore these springs to improve habitat conditions for native fish and wildlife species. The Upper Carson Slough (UCS), located in the northern end of AMNWR, is an important wetland area fed by several major springs including Fairbanks, Soda, Rogers, and Longstreet Springs, among others. A recent restoration effort, completed in 2014, restored the historic function to these springs and the UCS.

With the UCS springs and outflows returned to their historic function, a backcountry trail system was planned to provide access to nature, interpret the area’s unique ecology, and highlight the cultural legacy of Indigenous peoples. At present, the refuge has several excellent boardwalks with interpretation, but opportunities to explore the backcountry are rare. The goal of this work is to create a backcountry hiking, hunting, and nature exploration opportunity for Ash Meadows NWR visitors.

Funding has been secured through the Southern Nevada Public Land Management Act (SNPLMA). The approved SNPLMA project description is included with the solicitation and serves as a guiding document for the project implementation.

Coordination with agency and tribal partners will be required for successful project. Tribal collaboration and engagement will be facilitated through a separate cooperative agreement. Sufficient time should be allotted for review of design deliverables by USFWS staff and agency partners. One month (minimum) will be required for each review of the design deliverables.

This contract includes the final design of wayfinding and interpretive signage for trail system and overlooks. A preliminary design for the interpretive elements was completed in a previous contract and serves as a guide to the completion of this scope. It is essential that the tribal partners will be engaged in this effort to refine the design. The scope includes associated trailheads and trail wayfinding signs. A series of site visits and workshops with agency staff and tribal members will be held to refine the interpretive themes and specific sign language to interpret the cultural and ecological significance of Ash Meadows and the UCS. The interpretive exhibits shall enhance the visitor experience of this area, create meaningful connections to the resources, and provide for resource protection.

Note that the 35% Design which is provided as a basis of design for this contract may require adjustments in the field. The trail alignment may need to shift if cultural and biological resources are discovered or encountered in the field.

2. GENERAL INFORMATION:

2.1. Provide general design, interpretive design, and construction services for the Upper Carson Slough Backcountry Trail project at Ash Meadows NWR. A schematic design is provided as a starting point. The interpretive storyline shall be integrated with the trail experience.

2.2. Provide construction services for backcountry trail segments, parking areas and overlooks.

Final alignment of trails shall be coordinated with FWS staff and tribal partners and accommodate necessary adjustments arising from biological or cultural resources surveys.

2.3. Bid Schedule includes Base Bid and Option Bid items.

2.4. Period of Performance: The anticipated performance period for this contract will be 270 days from issuance of the Notice-to-Proceed, including agency review time. Note that the start of construction is pending receipt of USACE permits (in progress).

3. GENERAL DESCRIPTION:

3.1. See attachments for details regarding the UCS Backcountry Trail Design, parking lots, overlooks, and associated interpretive elements and storylines.

3.2. The UCS is a flood-prone wetland. It is also home to many wetland-associated threatened and endangered species. Both to minimize the potential for flood-related trail damage and to avoid altering the habitats of endemic species, all elements have been designed to minimize habitat or hydrological alteration while avoiding wetland and marsh areas to the maximum extent practical.

3.3. The work will comply with outdoor accessibility standards and requirements (see attachments) as indicated.

3.4. The materials used on the project site shall match what is currently in use at the Ash Meadows National Wildlife Refuge for continuity of the visitor experience. Final material choices will require approval by FWS.

4. PROJECT TASKS:

4.1. TASK 0.1: INTERPRETIVE DESIGN FOR BACKCOUNTRY TRAIL SYSTEM & TRIBAL WORKING
