STANDARD FORM 30 (REV. 11/2016)

Prescribed by GSA FAR (48 CFR) 53.243

Previous edition unusable

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

1. The SOW mentioned the following as Attachment 7, please provide: Attachment 07 - PRECONSTRUCTION SAFETY CHECKLIST

Answer: The PRECONSTRUCTION SAFETY CHECKLIST has been added to the file titled Attachment 09 – PRECONSTRUCTION SAFETY

CHECKLIST.

2. For the utilidor, do you have drawings available to confirm the size and quantity of utilities to be capped?

Answer: None at this time.

3. In the SOW, item 5. Deliverables include a reference to Task 7, please provide additional details.

Answer: Ignore, this is a typo.

4. Can the contractor burn non-painted wood and debris with the correct State of Alaska burn permits in place?

Answer: Yes, non-painted wood and debris (that is allowed to be burned) with the correct State of Alaska burn permit would be allowed to be burned.

5. The SOW mentions a PoP of 12/31/2024, please revise.

Answer: The PoP end date is 12/31/2025.

6. What is the timeline for allowing the Beaver Tribal Council to remove items from the buildings? May we assume 1 week?

Answer: This shall be coordinated with the Beaver Tribal Council and the School district to allow adequate time to move items to the Connex boxes once they are set. I would assume a two-week period would be adequate.

7. Task 0003- Please provide additional details/photos of the fencing:

1. Linear footage – Answer: approximately 810 feet, see photo next page.

2. Temporary or permanent

i. If permanent, is contractor responsible for removal and/or disposal of any concrete base. Answer: No, the fence can be turned over as is to the village. Note: It is believed that only the corner posts have cement.

1. For Task 5, did you have a building content/inventory list for each of the structures?

Answer: No, I do not have a building content/inventory for each structure.

Photos in the attached reports for this project is the best we can do for this site.

2. Are we able to dispose of asbestos containing material at the asbestos cell in Fairbanks instead of Anchorage Regional Landfill as requested in the SOW?

Answer: Yes, the asbestos containing material can be disposed of in the Fairbanks location.

3. Attachment 2: HBMS report mentions that the old BIA School building should be evaluated as a potential historical building eligible for the

National Historic Registry (see section 9.1). Should the cost of performing a Section 106 process on the building be included on Item 00050: Demo School Building?

Answer: This is being handled by Fish and Wildlife Service.

4. Task 4 in the SOW is to provide a 40 ft. connex to the Beaver Tribal Council for storage of materials. The typical barge company that operates and delivers to Beaver does not currently accept 40 ft. containers. Will two 20-ft containers be acceptable?

Answer: Two (2) Twenty (20) Foot containers will be acceptable.

5. Regarding Task 5 subsection 3); Please confirm that the contractor does not need to dispose of the potentially contaminated soil, but instead simply characterize the soil via TCLP and provide a $/CY cost for the client to use, correct? Where should that information be placed on our SF 1449, or should an Optional CLIN be structured?

Answer: The contractor shall provide a sample to identify concentrations of PCB. The current Lead as PCB limit are 1 ppm for PCB’s and lead is currently 400 ppm, but will be going down to 200 ppm. A TCLP will need to be performed on waste that exceeds these amounts to ensure proper disposal.

The contractor shall provide a site drawing showing areas of contamination, volume by cubic yard to be disposed of as hazardous waste, and cost by cubic yard to dispose of waste.

This may be an add alternate if there are funds to perform this work during this project.
