About this file

This document provides clarification questions and answers regarding solicitation number 140FC323R0023 for soil remediation at the Yukon Delta National Wildlife Refuge in Bethel, Alaska. The Fish and Wildlife Service is seeking characterization of soil contamination and potential on-site treatment via landfarming. Contractors must develop a sampling and analysis plan for approval by the Alaska Department of Environmental Conservation to characterize contamination from fuels, PCBs, DDT, and other chemicals around an existing building foundation. A minimum of six monitoring wells must be installed with sampling for PCBs, metals, PFAS, and DDT. Onsite treatment using landfarming may be allowed if the contractor follows ADEC guidance and establishes performance milestones for treatment and removal of residual waste. Clarification was provided on sampling requirements, landfarming specifications if used, and backfilling excavations.

Question 1-Clarification requested on CLIN 003 analytical per the notes below. The BGES report stated other contaminants may be present and Q&A for 13 stated PFAS/PFOS will be required for characterization phase. Can the government please identify all analytical required for the CLIN 003?

Such as, DRO, RRO, GRO, SVOC, VOC, RCRA Metals, PCB, PFAS/PFOS.

• Q&A in Amendment 1.

i. Question 2- Can we assume that the GAP analysis is the Conclusions section of the BGES report? Answer: Yes, this is correct.

1. Per the conclusions in the BGES-“Due to the high PID readings at the site and reported past use of pesticides, PCBs and solvents at the subject property, contaminants other than DRO may be present withing this area and it is recommended that additional characterization sampling be performed in order to properly characterize soils for disposal and to delineate horizontal and vertical extent of contamination.”

ii. Questions 13-Will the government require characterization of the site for PFAS/PFOS as part of the characterization phase? Answer: This was not listed on the original request, however due to the fire that occurred onsite and it previously being a military base. A screening for PFAS/PFOS is requested.

Answer: The contractor will have to develop a Sampling Plan and submit to ADEC for approval. I would recommend reviewing the sampling performed by BGES as this sampling was approved by ADEC for the fuel oil spill. Around the foundation of the building additional sampling would include PCB’s, lead, PFAS/PFOS, and DDT.

The contractor shall review the State of Alaska Field Sampling Guidance (January 2022) and Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites (March 7, 2017) to determine how to develop their plan. The contractor is responsible for developing a plan that is acceptable to ADEC and responsible for all cost associated with the plan.

Question 2-Can the government please identify the proposed number of characterization samples required in CLIN 003 and for what analytical. This help the contractors ensure they are capturing the correct LOE and ensure the government is evaluating bidders’ response that follows the SOW objectives.

Question 3- As part of CLIN 003 it is highly likely that ADEC will require additional GW characterization.

Does the government want monitoring wells installed? If so, how many samples and for what analytical?

Answer: The contractor will have to develop a Sampling Plan and submit to ADEC for approval. A minimum of 6 monitoring wells will need to be installed. Wells shall be installed in affected areas and sentinel wells shall be installed in the direction of ground water flow to identify if any material is leaving the site. I would recommend reviewing the sampling performed by BGES as this sampling was approved by ADEC. Around the foundation of the building additional sampling would include PCB’s, lead, PFAS/PFOS, and DDT.

Note: Per discussion with ADEC, it would be acceptable to remove soil (i.e., 3 inches down) along the edge of the building at create stockpiles of material. That material can be tested (number of samples would be based on size of stockpile) and determined if it is considered contaminated. Multiple piles could be made and tested.

Note: The next layer of soil would also need to be tested if contaminates above the standard are identified during the previous sampling.

Question 4- Is it the governments intent to have the characterization samples under CLIN 003 collected at surface and or subsurface. If subsurface samples are required, can the government please note that in the amendment that subsurface characterization samples are required via. by drilling methods or describe methods to be used? If subsurface drilling is required, can the government please state how may soil borings are required.

Answer: Please see previous answer.

Question 5- In the Q&A it was noted that landfarming can be utilized for onsite treatment. In review of the GFI and known possible other COC, it is highly likely that ADEC will deny the use of a land farm for known COC such as PCB, metals and DRO concentrations over max allowable. Allowing a land farm option is at a high risk to the government without identifying a performance-based milestone for treatment vs. removal and disposal which is least risk to the government. In addition, the land farm requirements for BIA DRO levels and other COC would require GW monitoring, soil be placed on a 20-mil HDPE liner and a leachate collection system. If the government confirms that landfarming is acceptable, can they please identify the requirements for the bidders of what will be required for landfarming and that this will be a performance base payment milestone for successful treatment of soils.

Answer: The bid shall provide a cost for removal of contaminated soil that can be used if material is identified.

The contractor shall provide a cost per cubic yard for disposal of:

Soil with PCB’s:

Soils with DDT:

Soils with PCB’s and DDT:

Additional Soils contaminated with fuel oil (above 4000 cy):

The contractor shall follow the ADEC Guidance on landfarming. At a minimum the soil shall be turned twice a year and treated.

The bid shall provide the cost to perform work for each year that contractor is estimating it shall take to complete the treatment. The contractor shall provide the cost to move the soil back to the site and dispose of the liner.

Questions 6-If landfarming/onsite treatment is acceptable, can all soil be left in place in the treatment cells/treatment area(s) following treatment? If not, where would the government like the soil to be placed?

Answer: No, the contractor will be responsible to move the soil to the remediation site and spread over this area. The contractor will be responsible for disposing of the plastic liners from the landfarming site.

Question 7-If landfarming/onsite treatment is acceptable, will the open excavations need to be backfilled while treatment of soils takes place?

Answer:

Yes, the hole will need to be backfilled while treatment of soil takes place. The change in elevation from the surrounding area shall be less than two feet. This will allow clean fill to be placed over this area.

Question 8:

Q&A #8. There is known friable asbestos in the soil under the foundation of building 413, will this soil be removed from the site prior to the start of this project? Answer: Yes, this is part of the current project.

If the current contractor is removing soil around and below the building foundation, and the foundation area has DDT and PCBs possibly in some of the soil this may be an issue for the current contractor. Any removal of soil at this site would need to comply with DEC’s Field Sampling Guidance, including sampling of the removed soil for waste disposal as well as excavation base and sidewall sampling at rates found in the Guidance. QUESTION: Assuming the current project includes the removal of soil below the foundation, can we assume that excavation base and side wall sample screening and laboratory test results will be made available for the DRO, DDT, and PCB contaminants?

Answer: The DRO was not found near the surface from sampling at the edge of the building, so unless contamination is noted they will not be testing for DRO. The concern about DDT and PCB is near the edge of the building. Sampling results will not be available until next summer when this work is completed. I will be working with the contractor to address the need for asbestos debris removal. The results for testing will not be available until next summer.

Question 9: After further review, we are seeking further clarification on RFI 27.

a. Does the Government plan on sending a revised SECTION B – SUPPLIES OR SERVICES AND PRICES based on the answer to RFI 27 to include optional CLINs for PCB and DTT contamination?

The contractor shall provide a cost per cubic yard for disposal of:

Soil with PCB’s:

Soils with DDT:

Soils with PCB’s and DDT:

Additional Soils contaminated with fuel oil (above 4000 cy):

b. If the government does send a revised schedule, how will this be evaluated with the rest of the pricing?

The cost of the project will be evaluated to determine best value. The cost of potential change orders will be evaluated for best value.
